Welsh Water trade effluent consents
Dear Welsh Water,
I would like to get a copy of all customers holding trade effluent consent for the Welsh Water territory, specifically those holding consents to discharge into the river Wye catchment or any of its tributaries. This should include Sewage Treatment Works if they are not classed as customers (being internal to welsh water organisation).
Please also include the locations of any outfalls associated with the consented discharges. This should include Sewage Treatment Works.
Information about the volume, rate and discharge contaminant levels relating to phosphates in the discharge is also required.
There is no need to redact other information already present from the request's output spreadsheet, it will also be useful. If you require that every category of information is listed in this request, then I can easily write another EIR request and list all the categories, but would hate to create unnecessary work.

We refer to your request for information, which was received on 13^th
January 2021. We are dealing with your request as one made under the
Environmental Information Regulations 2004 (“the Regulations”).
We want to be as open as possible in answering requests and to help you
obtain the information you are seeking.
Unfortunately, in this case the amount of information you have requested
is substantial and we are unclear as to what it is that you are seeking.
As such, gathering the information would therefore be likely to involve a
significant cost and diversion of resources from our other work and we may
not be able to provide you with what you are seeking. It could mean that
we might have to charge you for the work involved, or even have to refuse
the request (under the exceptions in
the Environmental Information Regulations 2004 covering requests that are
manifestly unreasonable or formulated too generally).
It may be helpful for you to understand that that trades that have their
own treatment plant are regulated by Natural Resources Wales (NRW) and the
Environmental Agency (EA). Therefore, we do not hold that information and
you may wish to direct your request in that regard to NRW or the EA
directly. Also, the trade permits that we issue are to discharge to a
sewer, which is then treated in a wastewater treatment works, rather than
directly to a watercourse.
The best way that we can help you is to ask whether you could narrow your
request to focus on the precise information that you are seeking. In this
regard, please can you:
1. Consider whether you can be more specific regarding the area for which
you require details of trade permits.
2. Explain in more detail the kind of information you are looking for.
3. Consider if there is any specific information in relation to those
permits in which you require (are interested).
4. Provide clarification regarding the spreadsheet you reference as we
are not aware of that to which you refer.
If you are unable or unwilling to narrow down your request, then we will
consider it in accordance with our obligations under the Regulations.

Thank you for your request to clarify.
I refer you to a previous request made in 2016 by a Ms Thornton, that can be seen here:

In that response you were able to provide a spreadsheet (entitled: 161108 Copy of Regional TE Database v4 71 external version.xlsx) containing two columns, a list of permitted bodies and also a geographical indicator of which Dwr Cymru region the permitted effluent discharger was situated.
What I am asking for is hopefully less work than Ms Thornton, as all I request is that that (updated) spreadsheet is supplied to me, but without columns C throught to CD inclusive redacted. No need to delete columns = less work!
You may have good reason to redact certain columns, the obvious example being where not deleting the data would compromise an individual's personal information as defined by GDPR, but I can't believe that all columns between C and CD in that spreadsheet supplied to Ms Thornton are exclusively personal information. Of course, I accept that within the boudaries of the law you can not release personal information to me, and am not asking for it.
Should the above clarification not be sufficient, I would be delighted to submit dozens of extremely specific requests looking for data about trade effluent discharge permissions where by every specific type of data I am seeking would be listed, but I fear that would probably create considerably more work for your team.
To give you an idea of the data I am seeking, in case it is not clear here's an indicative list:
For each permitted effluent discharger, I seek the:
Dwr Cymru area (or region) that the discharge occurs in, ie, N, CEN, SE, SW
address and postcode of the outfall / discharger
volume permitted (m^3/day)
STW sewer into which the discharge is discharged (ie which STW does the discharge theoretically end up arriving at?)
Rate of discharge (l/s)
COD mgt/l
COD load Kg/d
SS mg/l
SS load kg/d
Ammonia mg/l
Ammonia Load mg/l
Phosphorous mg/l
Soluble Methane mg/l
Solvents (i.e. Benzene)
Sulphide as S mg/l
Cyanide ex Iron Cyanide mg/l
Total Cyanide mg/l
Cr mg/l
Cu mg/l
Pb mg/l
Ni mg/l

Colour Limits requirement imposed?
In the case of phosphates, please could you also clarify whether or not the phosphorus being emitted is measured as the total phosphorus, or the soluble reactive phosphorus (also known as SRP or orthophosphates)
