Please could you provide the following information for each new intake to Dentistry A200, A201, and Foundation to Human and Animal Health Professions 0AAW (Dentistry Year 0) courses respectively, in years 2017-2022:

b. Welsh speaking applicants
c. Total UK domiciled applicants
d. Total applicants
For groups a-d, please indicate how many of each group:
1. Applied
2. Were invited to an interview
3. Received an offer
4. Started the course
5*. If any applicants received contextual offers to a course not specifically designed for widening access, please provide details of the numbers of applicants and whether any were in group a or b:
i) Number applying for a contextual offer
ii) Number of contextual offers made
iii) Number of successful starters using a contextual offer

I am writing to request an internal review of University of Liverpool's handling of my FOI request 'Welsh domiciled applicants for Dentistry courses'.
In your response you have stated: "Throughout this response, the University has not been able to give the exact counts of five or less. This information is exempt under section 40(2) of the Freedom of Information Act 2000 as disclosure of this information would breach one of the data protection principles; if linked with other personal identifiers in the public domain, it would be likely to become personal data and subsequently identify an individual. The University has inserted a Less than five (<5) value where applicable."
I believe that this is an incorrect application of section 40(2) of the Freedom of Information Act 2000, and request a review of the decision.
The data requested relates to anonymous counts of applicant numbers, and does not identify any individuals. The Information Commissioners Office’s guidance (Anonymisation: managing data protection risk code of practice) states that the possibility that someone might be able to guess an individual’s identity is not sufficient to make data personal:
"Data protection law is concerned with information that identifies an individual. This implies a degree of certainty that information is about one person and not another. Identification involves more than making an educated guess that information is about someone; the guess could be wrong. The possibility of making an educated guess about an individual’s identity may present a privacy risk but not a data protection one because no personal data has been disclosed to the guesser. Even where a guess based on anonymised data turns out to be correct, this does not mean that a disclosure of personal data has taken place." (https://ico.org.uk/media/1061/anonymisat...)
The ICO guidance further advises that in situations where an organisation is unsure on the appropriate release of data, a 'motivated intruder' test should be applied. If you feel that the data concerned meets this threshold, please could you clarify the proposed mechanism of reidentification of these individuals.
Please would you conduct a review of this request, with consideration of the ICO guidance attached.
