The specific information you requested was as follows:
 
A detailed breakdown, per financial year, of costs paid by the council to
develop the Wellness and Life Science Village at Delta Lakes, Llanelli.

In response, the attached schedule highlights the costs incurred by
Carmarthenshire County Council in relation to direct payments made and the
funding support received.  All incurred costs commencing from 2016.

I am writing to request an internal review of Carmarthenshire Council's handling of my FOI request 'Wellness Village, Delta Lakes, Llanelli'.

My request asked for information dating back to 2013 and any costs associated with the site prior to it being given the project title 'Wellness and Life Science Village'. It should therefore also include the costs of the original Development Brief, and costs since then, not just those from 2016. I also understand that planning permissions for ground preparation/flood alleviation works have been approved and are underway, I would like a breakdown of these costs.

There have also been two presentations at County Hall, one to the Executive Board and one to full council, please provide an approximate cost to the authority along with any expenses claimed.
Whilst I understand that this is a Joint Venture, (and I have made a similar request to Welsh Government) please provide a breakdown of companies or individuals in receipt of the £100,000 spent on masterplanning, assessments and reports outlined in your response.

In light of your response could you also provide the details of any formal tender processes used, so far, to commission goods and services associated with the project/site.

I write further to my email of the 27^th July and confirm that I am now in
a position to respond substantively to your request for an internal review
in this matter.

 

The original request

 

On the 7^th July you requested the following information;

 

“A detailed breakdown, per financial year, of costs paid by the council to

On the 25^th July Mr Tillman responded to your request providing what was
believed to be the information that you were seeking.

 

Subsequently on the 26^th July you requested an internal review of that
response as you did not believe that it covered all the information that
you sought. In particular;

This appears to the authority to be a different request to that originally
submitted. However, please find enclosed a revised table setting out the
costs information that you seek.

 

In relation to the tendering exercises that have been undertaken the
details are as follows;

 

1.       The Sewerage Pumping Station/Infrastructure contract was tendered
from the Carmarthenshire County Council Engineering Construction
Frameworks (Contracting) – 13/14

2.       Fencing works were tendered  from Lot 2 of the South West Wales
Regional Civil Engineering Contractors Framework  - 16/17

3.       The raising of site levels/earthworks contract was tender from
Lot 4 of the South West Wales Regional Civil Engineering Contractors
Framework – 17/18

 

In relation to the 2 presentations, the only costs incurred related to the
expenses of those members who were in attendance, details of which are
publically available online. These meetings did not relate solely to the
Delta Lakes site and it is not possible to apportion the costs as you
request. I enclose below links to the relevant parts of the Council
