Dear United Utilities Water PLC,

1) Please confirm if you are the owner, or responsible for the upkeep/repair/maintenance of any drainage infrastructure located at or adjacent to Welkin Road in Stockport. Please provide details and, if applicable, maps of any infrastructure for which you are the owner or have responsibility.

2) Please provide all records that you hold relating to the brook/culvert or any associated infrastructure, located adjacent to Welkin Road in Stockport (just beyond the boundary of Welkin Mill). This brook/culvert appears to collect surface water runoff/ground water and deposit it by means of an underground culvert into the River Goyt, adjacent to the pavilion located at the Welkin Road playing fields.

3) If you are not the owner or responsible for the upkeep/repair/maintenance of the brook/culvert or any associated infrastructure mentioned above, please confirm who is the owner and/or responsible for the upkeep/repair/maintenance.

4) Please provide all records that you hold showing inspections, reports from the public or other organisations, works carried out and any policies or procedures relating to the brook/culvert or any associated infrastructure mentioned above (including all drainage at or adjacent to Welkin Mill and Welkin Road), to include your internal and/or external service level agreements or similar relating to inspection and maintenance frequency and response times.

5) Please provide copies of any agreements made between yourself and any other party relating to the ownership or upkeep/repair/maintenance of the brook/culvert or any infrastructure mentioned above.

I note that your request was made under the Freedom of Information Act 2000 (FOIA). However, United Utilities Water Limited is not subject to FOIA but your request does fall under the Environmental Information Regulations 2004 (EIR) and has therefore been considered under those regulations.

I can confirm that the drainage infrastructure that you refer to is not owned or operated by United Utilities Water Limited and we do not hold the information that you have requested.

Should you consider that we have not adequately complied with our obligations under EIR, I am also obliged to inform you that you have the right to ask us to carry out an internal review of our response. This can be done by writing to David Hannon Head of Legal, United Utilities, Legal Department, Grasmere House First Floor, Lingley Mere Business Park, Lingley Green Avenue, Great Sankey, Warrington, WA5 3LP. I am writing to request an internal review of United Utilities Water PLC's handling of my EIR request 'Welkin Road Stockport'.

Point 1 of my request states:

"Please confirm if you are the owner, or responsible for the upkeep/repair/maintenance of any drainage infrastructure located at or adjacent to Welkin Road in Stockport. Please provide details and, if applicable, maps of any infrastructure for which you are the owner or have responsibility."

You have responded as follows:

"I can confirm that the drainage infrastructure that you refer to is not owned or operated by United Utilities Water Limited and we do not hold the information that you have requested."

Please confirm if I should take your response to mean that you do not own or operate ANY drainage infrastructure at or adjacent to Welkin Road in Stockport? This would seem unlikely as there are multiple buildings located in the vicinity and their drainage must flow to somewhere, you are the water authority for the local area and ultimately the sewers/drains from these properties must connect to your infrastructure at some point. Even if the drains/sewers beneath Welkin Road are not yours, they presumably connect to your infrastructure at the junction with Stockport Road West, which would be classed as "adjacent to" Welkin Road.

Secondly, point 4 of my request states:

"4) Please provide all records that you hold showing inspections, reports from the public or other organisations, works carried out and any policies or procedures relating to the brook/culvert or any associated infrastructure mentioned above (including all drainage at or adjacent to Welkin Mill and Welkin Road), to include your internal and/or external service level agreements or similar relating to inspection and maintenance frequency and response times."

I have reason to believe that United Utilities crews attended site on at least one occasion in the aftermath of a flooding incident at Welkin Mill, shortly after 20th January 2021. As requested, please could you provide any records of works carried out by these crews?
