Thank you for asking for clarification so speedily. The information I am interested in focuses around the wrongdoing, investigations and strategic actions resulting from the Verity disclosures. Specifically what is being done regarding safeguarding our investment, what councils and the pool are doing to address governance failures. It has been silent for months now. What investigations have been done to address these issues and may we see them? What reports have been presented where, May we see them?

Accordingly could I ask as a minimum you review the emails of the statutory officers ( CX, S151 and Monitoring Officer) together with the responsible Director and the Head responsible for W2Y . Please inspect the key Councillors responsible emails as well

I refer to the above and your request dated 11th September 2019 &
clarification received 12th September 2019. I have contacted the relevant
services and now provide a response to your request relating to Welcome to
Yorkshire Correspondence.

Please see attached emails that were within the scope of your request, we
have redacted information within the emails under Section 40 of Freedom Of
Information 2000 as it is the view of the Council that this is personal
data. FOIA section 40 provides an exemption from the duty to disclose
information where it constitutes personal data, as defined in the Data
Protection Act. One of the factors we take into account when considering
disclosure of such information is the seniority of the role. Our approach
is to consider disclosure of information for salary grades of PO6 and
above and to consider withholding or providing less information for lower
salary grades.  This is usually assessed on a case by case basis and what
is reasonable to disclose will depend on both the seniority and
responsibilities of the role and the nature of the information. Even for
more senior posts there may be a reasonable expectation that information
relating to some personnel matters would not be disclosed. In addition
there are circumstances where, for example, due to the nature of the
information and/or the consequences of it being released, the individual
will have a strong expectation that information will not be disclosed

 

I trust that this response is satisfactory. If however you are
dissatisfied with this response you have a right to appeal to an
independent officer within the council. They will re-examine your request
and assess whether we have adhered to the requirements of the act. Should
you wish to follow this course of action please address your concerns in
writing to the above address.

 

You also have a right under Section 50 of the Freedom of Information Act
to ask the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear
that she expects all applicants to exhaust internal appeals procedures
