Dear Stockport Metropolitan Borough Council,

I would like to know, if wanting to arrange a payment plan for paying council tax will half the balance have to be paid within 10 days?

"Before any payment plan can be discussed we will require you to complete the attached form which is a legal requirement when discussing Council Tax arrangements.

Due to the size of the balance, £8,496.53, a lump sum payment of £4,000 is required within the next 10 days. Once received we can negotiate a repayment plan on the remaining balance."

stage of recovery .

I would like to know;

of recovery.

 

I am only interested in Stockport councils policies.

                                  

There is no specific policy reference to this requirement . However,
depending on the circumstances that situation could occur .

 

This is because it is expected that the current year's liability and any
brought forward balance are cleared before the financial year end (31st
March ).

Therefore depending on the stage in the year (which affects the remaining
period over which the balance  can be paid by instalments )and the amount
due, it's possible that a significant proportion of the balance would be
due immediately . 

 

So for example a bill issued in May for a new liability -would have the
potential for instalments to be spread over - 10 months -June to March  .

Whereas a bill issued in the following  January  -could only have a
maximum of 2 instalments -February and March .  Therefore the balance
payable in 2 halves .

 

Further than this the general  explanation can only be that the Council's
response is based on the relevant legislation ,   The Council Tax
(Administration and Enforcement) Regulations 1992 , which determines the
requirements of demand notices(bills) and enforcement process ; and the
individual circumstances of the charge-payers account.

Dear FOI Officer,

Am I correct in understanding your council does not use blackmail to collect fake council tax bills?

As oldham council worker Paul Taylor has blackmailed me collecting over £8k, and when questioned has made no attempts to collect a "single penny" for over 1 year now.
