Weekly/Monthly Collection stats from hospitals

Dr Colin Iain Campbell MBChB FRSPH made this Freedom of Information request to NHS Improvement This request has been closed to new correspondence. Contact us if you think it should be reopened.

Response to this request is long overdue. By law, under all circumstances, NHS Improvement should have responded by now (details). You can complain by requesting an internal review.

Dr Colin Iain Campbell MBChB FRSPH

Dear NHS Improvement,

I am writing to request information under the Freedom of Information Act 2000. I would be interested in any information held by your organisation regarding my request. I understand that I do not have to specify particular files or documents and it is the departments responsibility to provide the information I require. If you need further clarification please contact me via this website (or email). I would like to request the following information:

I am aware of weekly data collections (sometimes monthly) occurring for bank and agency worker use at NHS trusts/foundation trusts. I would like some of this data disclosed in aggregated form please. Should you require the parameters of the search altered or clarification in order to comply within the Act (I would be very surprised given the use NHS Improvement makes of this data if aggregate data and analytics had not already been collated)

Please answer (a), (b), (c), (d), (e), (f), (g), (h), (i) (j) below for:

1) Locum Doctors, &
2) Nurses

Firstly for those coming VIA AGENCIES:

During the period 1st December 2017 - 31st January 2018:

a) Total number of temporary shifts that needed to be filled nationally
b) Percentage Agency Fill rate
c) Number on over £120 per hour
d) Mean hourly rate for consultants/band 6 nurses
e) Standard deviation in rate

We are aware that starting in October 2017 this data has also been collected for Bank staff.

For those engaged VIA BANK (INCLUDE COLLABORATIVE BANKS WHERE APPLICABLE):

During the period 1st December 2017 - 31st January 2018 please disclose:

f) Total number of temporary shifts that needed to be filled nationally
g) Percentage Bank fill rate
h) Number on over £120 per hour
i) Mean hourly rate for consultants/band 6 nurses
j) Standard deviation in rate

Please also answer questions (a) through (j) for July 2018 for both of the above temporary worker groups.

I would like the information to be provided by email or on this website in electronic form. If my request is denied in whole or in part I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees. I would be grateful if you could confirm in writing that you have received this request. I look forward to your response within 20 working days as outlined by the statute. Many thanks for your assistance with this request.

Yours faithfully,

Dr Colin Iain Campbell MBChB FRSPH

Dear FOI (NHS IMPROVEMENT - T1520),

With respect or the requirement to provide assistance can I ask:

What is the maximum time period over which you could process such a request?

I will also be placing requests looking into how the information is stored and processed after being uploaded to your data collection website to see if it should be possible to export the full database (likely a MySQL database, although unless the website performs the analytics for you I suspect you'll have a way of exporting aggregate data, likely to .xls or .CSV format. It might be possible to advise you on how to achieve this with a minimum in labour.

Yours sincerely,

Dr Colin Iain Campbell MBChB FRSPH
