Dear Sir/Madam,

Thanks for forwarding this information.

May I clarify with you that the Regeneration Strategy encompasses Economic Development as I am unable to locate the phrase Economic Development except in relation to partnership working and affordable housing. You did state that this was 'currently being reviewed'. May I ask by whom?

May I also clarify that Havering LBC has not published its LEA or has not carried out a LEA?

Also may I clarify which pages you mean where you state that the LSP's governing principles are 'set out on a number of pages on the Havering Strategic Partnership's website'?

Yours sincerely,

Mr. J. M. Keenan

'Working in partnership to secure greater opportunities for local people to live, work and enjoy being in Havering
Key Action Points
To lead the implementation of the Local Area Agreement (LAA) for economic development'

Hello Mrs. Lynch,

The response from ‘Regeneration, Policy & Planning’ states that the Havering Strategic Partnership is ‘not formally constituted as a partnership or limited company, and it does not have a legal structure or procedures’ and that ‘instead HSP is a meeting of independent organisations with a shared interest in making Havering a better place to live and work, who meet to discuss how they can collaborate to achieve this’. I am under the impression that this is true of all LSP’s and that they also all have some sort of ‘guiding principals’ foundation for it to exist as a discursive and collaborative forum. Does Havering LBC not hold a copy of this singular framework document?

Also ‘Regeneration, Policy & Planning’ states that a local economic assessment has been carried out but as yet is unpublished. May I be sent a copy of this assessment or the date when it is to be made available for public inspection?

Yours sincerely,

Mr. Jed Keenan

Dear Mr Keenan

Further to your query, please see following response from Regeneration,
Policy & Planning.

The response from ‘Regeneration, Policy & Planning’ states that the
Havering Strategic Partnership is ‘not formally constituted as a
partnership or limited company, and it does not have a legal structure or
procedures’ and that ‘instead HSP is a meeting of independent
organisations with a shared interest in making Havering a better place to
live and work, who meet to discuss how they can collaborate to achieve
this’. I am under the impression that this is true of all LSP’s and that
they also all have some sort of  ‘guiding principals’ foundation for it to
exist as a discursive and collaborative forum. Does Havering LBC not hold
a copy of this singular framework document? - As the Havering Strategic
Partnership has been under review, and indeed has not met for some time,
we have removed the Terms of Reference from the website, following the
abolition in 2010 of the Local Area Agreements.  It is unlikely that there
will be any more LSP meetings for the foreseeable future.

Also ‘Regeneration, Policy & Planning’ states that a local economic
assessment has been carried out but as yet is unpublished. May I be sent
a copy of this assessment or the date when it is to be made

available for public inspection? - Yes, I have been advised that the
Ecconomic Development Team Leader ext 2729, will contact you direct

I trust that this information is of use to you.

Yours sincerely
