I write in connection with your request for information received by the Norfolk Constabulary on the
29th of June 2010, in which you sought access to the following information:
To help assist with a study in to cost effectiveness of public sector websites, can you please
provide me with:
1. Design and development costs to launch (single figure)
2. Ongoing hosting, licensing and maintenance costs (per year or other suitable measure)
3. Brief overview of server technologies used (e.g. Microsoft .NET, Apache/PHP, etc.)

Communications and Public Affairs Department, and the Financial Services Department of the
Norfolk Constabulary.

Information relevant to part 1 of your request The Norfolk Constabulary launched a new website in November 2009. The costs associated with

Information relevant to part 2 of your request £32,155
Information relevant to part 3 of your request The Norfolk Constabulary website uses a high enterprise Content Management System (CMS) that
runs on a Microsoft IIS v6.0 (Internet Information Services) on a Microsoft Windows Server 2003
R2 platform. We have Microsoft .NET version 2 and 3 installed as the CMS needs this technology
for it to be able to run.
Microsoft SQL Server 2008 (
Structured Query Language) is also installed for the database
component of the CMS. Norfolk Constabulary uses the ‘Web’ edition of this software, and this is
included in the monthly cost of the hosting.
