To help assist with a study in to cost effectiveness of public sector websites, can you please provide me with:

a) design and development costs to launch (single figure)
b) ongoing hosting, licensing and maintenance costs (per year or other suitable measure)
c) brief overview of server technologies used (e.g. Microsoft .NET, Apache/PHP, etc.)

I fully understand that contractual agreements, tender documents and other materials may be commercial in confidence, but do hope that you can assist
with indication of costs and technology as other forces have done for me already.

Thank you for your recent request made under the Freedom of Information
Act 2000.

Please note that due to unforeseen circumstances, certain parts of the
force have been fully deployed in ongoing investigations. They have
therefore been unable to commit any resources to the investigation of
pending Freedom of Information requests.

We see this as a very short term situation and we will still endeavour to
respond to your request within the prescribed time limit. We will inform
you again should your request be likely to go beyond the time limits and
hope that you will understand that this is due to the extra-ordinary
circumstances.

Thank you for your email dated 29 June 2010 in which you made a request
for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.

You asked:

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

a) **414K. Please note this figure also includes further
development after launch and can not be broken down any further.

b) **95K.

c) The website uses a commercial content management system which is
based on ASP.NET and which uses an MS SQL database.

The information we have supplied to you is likely to contain intellectual
property rights of Northumbria Police. Your use of the information must
be strictly in accordance with the Copyright Designs and Patents Act 1988
(as amended) or such other applicable legislation. In particular, you
must not re-use this information for any commercial purpose.

How to complain

If you are unhappy with our decision or do not consider that we have
handled your request properly and we are unable to resolve this issue
informally, you are entitled to make a formal complaint to us under our
complaints procedure which is attached.

If you are still unhappy after we have investigated your complaint and
reported to you the outcome, you may complain directly to the Information
Commissioner***s Office and request that they investigate to ascertain
whether we have dealt with your request in accordance with the Act.
