I would appreciate this information in a computer readable format as I use assistive technology so any format besides a scanned PDF is preferable please.

I am writing in response to your request dated 8^th December 2019.  This
has been dealt with under the Freedom of Information Act 2000.

 

You asked for the following information:

 

I have identified that you have claimed disproportionate burden under the
Public Sector Bodies (Websites and Mobile Applications) Accessibility
Regulations 2018, within your published accessibility statement.

 

Please could you provide me a copy of all completed disproportionate
burden assessments or other related documentation detailing how you
reached your conclusions of disproportionate burden for each of the issues
mentioned in your statement.

 

The Council’s response to your specific questions is set out below:

 

We do not hold a detailed record of assessments.

 

We have undertaken an assessment on areas of the website where high
volumes of PDF documents are published; these relate to areas such as:

·         Planning and building control

·         Council Tax and Benefits

·         Licencing

·         School admissions

 

These documents have been assessed against several criteria, questioning
the need for PDF over more accessible content formats, and reviewing the
documents to ensure that they are accessible against criteria including,
whether

·         headings and other parts of the documents are tagged properly,
so screen readers can understand the page structure

·         alt text is included alongside non-decorative images, so people
who cannot see them understand what they’re there for

·         we’re not using tables for layout, except when we’re presenting
data

·         documents are written in plain English

 

For PDF documents that are published using automated processes, or
syndicated from other sources, e.g. Planning portal, we are engaging with
suppliers, exploring solutions to overcome the issues ahead of September
2020. 

 

In most cases, the contracts that have been established for some time, do
not have provision to enforce accessibility compliance with the suppliers.

 

If you are not content with the handling of your request, you have the
right to ask for an internal review.  Requests for internal reviews should
be submitted within 2 months of the date of receipt of the response to
your original request and should be addressed to the Monitoring Officer,
