Who specifically were these groups, who were the members of each, (name, job title, employer, credentials, qualifications) and have they all approved the final version of the report unreservedly?

For the record, you have NOT directly answered the question, but hedged around it. The answer was either yes or no & you have said neither. Why is that so hard?

Also it is a perfectly valid question - has this work been unreservedly supported? What you could and should have said is "We have no record that this is the case", which is the truth. So why not just say it?

Final annotation:

I will close this request and refer to ICO. My simple logic is that my question has not been directly answered which is a fact rather than my opinion. The underlying point I still believe is crucial to the credibility that should be attached to certain implied accreditations.

The only interpretation from this request is that whilst a range of individuals & organisations are selectively consulted, the fact that they appear in “acknowledgements” probably does NOT mean that they support the final version of the report or paper involved. If they did, I’m sure DWP would have been more than happy to confirm the fact. This would of course explain why many of the so-called supporters continue to complain about the reality of the current process – their voices have obviously not been listened to.

For anyone meandering this way, the result of the ICO investigation was that it WAS a legitimate FoI request.

As a result, DWP has admitted that it cannot say that the organisations & individuals it lists in the WCA manual fully support the final version of the manual – they were just involved in some form of (unspecified) consultation – whatever that means. This confession significantly undermines the credibility DWP suggests the manual has and adds to the mirage it is trying to create.
