The following requests detail WBC investing the time of managers and their employees in workforce development.

In this case that of a university qualification.

1. Please disclose the workforce development strategy for DASS
2. Please disclose any relevant policies relating to the strategy and training
3. Please detail if the MBA courses at the University of Chester were paid for, by WBC, on a term basis, per year or for the full qualification in advance
4. Please disclose any blank contract signed by those undertaking this qualification around any agreed payback of the cost of the course when leaving the employ of the council after any period of qualification
5. Please disclose the mechanisms of reclaiming any cost of the course for employees who leave part through a course or once they have completed it.

Thank you for your request below, Wirral Council can provide the following
information, please see attached and responses alongside your queries:

 

- Please disclose the workforce development strategy for DASS:

  and training

 

Please see attached the Learning and Development Plan

 

- Please detail if the MBA courses at the University of Chester

 were paid for, by WBC, on a term basis, per year or for the full

 qualification in advance

 

Three payments of equal amounts were made across the academic year

 

- Please disclose any blank contract signed by those undertaking

 this qualification around any agreed payback of the cost of the

 course when leaving the employ of the council after any period of

 qualification

 

The initial cohort of students who worked in Adult Social Services were
required to sign a Post Entry Training agreement, but the then Chief
Executive decided that this was not required as we were adding to the
learning pool.

 

- Please disclose the mechanisms of reclaiming any cost of the

 course for employees who leave part through a course or once they

 have completed it.

 

If employees leave part way through the course Wirral Council no longer
funds their place.  If they wish to continue on the programme and either
privately fund their place or ask their new employer to do so this is
their choice.  We do not reclaim the cost of the course from the employee.
