WBC - DASS - Personal Budgets for adults with a learning disability

Dear Wirral Metropolitan Borough Council,

Please disclose the timeliness of adults with a learning disability receiving a personal budget.

Due to the size of the information please release the times for all personal budgets for adults with a learning disability to get a Support Package agreed in December 2012 January 2012 february 2012.

Please disclose the information per client with the date of the personal assessment being completed and the date the Support Package was agreed and the date the person could commission support from.

Please advise of the number of personal budgets during this 3 month period if it is unduly large. As most services are commissioned directly by the local authority, the minority of the LD community and that most people with a learning disability will not be eligible due to WBC's particularly avoidant strategy in avoiding funding by its particular and unusual style of applying FACS criteria, there should be a minimal number applying for personal budgets. If however there is large number please disclose and the period can be shortened.

I would suggest starting with those support packages passed at panel and the supporting documentation should include the initial contact dates.

Thank you for your request for information shown below.  I have been
advised by Department of Adult Social Services that to answer your enquiry
in full would take Officers over the appropriate limit of 18.5 person
hours, allowed by the legislation.  Because of this fact, the Council is
unable to provide you with the information that you have originally sought
below. 

 

There is further detail taken from the Act here - “Where an authority is
not obliged to comply with a request for information because, under
section 12(1) and regulations made under section 12, the cost of complying
would exceed the "appropriate limit" (i.e. cost threshold) the authority
should consider providing an indication of what, if any, information could
be provided within the cost ceiling. The authority should also consider
advising the applicant that by reforming or re-focusing their request,
information may be able to be supplied for a lower, or no, fee.”  

 

 

You may wish to reduce the scope of the enquiry or I can seek
clarification from Department of Adult Social Services with regard to what
information they are able to provide within the appropriate limit?
