Please disclose the officer(s) responsible for drafting and finalising the compromise agreement with gagging clause restricting Martin Morton from making any Freedom of Information requests through a third person or contacting the press.

Please disclose the name of the officer(s), the position which the officer(s) were employed as, also please disclose if the officer(s) still are in the employ of Wirral Borough Council and if they are then what position they are currently employed as.

If Wirral Council don't provide the information you will have to wait until I finish my book where the issue of the sorry saga of the gagging clause and the compromise agreement features prominently.
Interesting how I was not precluded from going to CQC,Audit Commission and the police - as subsequent events testify this would have (and indeed was) a complete waste of time (and they knew it).
The fact that I was specifically prevented from going to the press tells you everything you want to know about the motivation and intent of the gagging clause.

And yet Martin Smith in his Bullying/Harassment/Abuse of Power investigation report does not consider the gagging clause to be an abuse of power despite the fact that Section 43J of the Public Interest Disclosure Act has a specific provision that to gag a whistleblower is unlawful if the matters that they disclose are in the public interest!.

I'm really interested in this one as I'm studying the goings on at Wirral Council as part of my PhD

My impression is that we've only seen mostly the causal effects. We've so far never established the root cause.

I can only hope you're training to be a Consultant Psychiatrist - whilst some of what went on is the manifestation of Arendt's "Banality of Evil" some of it is beyond analysis!.

I've read that. I think 'Men in dark times' probably applies to you Martin.

I think the historic description of the time of Eichmann regarding WBC is that it is 'A riddle wrapped in a mystery inside an enigma.'

There is more than a PhD in WBC's actions and performance. Take a lucky dip from the list and each one could be a life's work.
