Here is a link to an article, setting out what I feel is the background and true motivation behind Wirral Council's very poor response times.

Notably, there are just 2 people dedicated to Freedom of Information and Data at this council (one professional and one admin assistant) - which says it all really.

Thank you for the information. It is noted that each set of minutes bar one contains the underlined writing:

'These notes reflect a full meeting and detailed discussion. Should you require further information or clarification on any matter, please contact any of the Leadership / Management Team who attended.'

It is also noted that each set of minutes bar one contains a circulation list within commissioning, service managers, team managers, mental health and home care.

The only set on minutes which does not contain the underlined text or a circulation list are the minutes of the 23rd October 2008 which have state:

Note: Not for wider circulation until further notice'.

The minutes of the 23rd October 2008 contain reference to a 4 week delay of care and are the only minutes of the year which are stamped 'CONFIDENTIAL'.

I can see the same problems arising here in the Outer Hebrides. It is plainly obvious that all councils try and wriggle out of any FOI that can cause them problems.
It is about time that we have honest answers to honest questions.
