Under the Freedom of Information Act, please can you provide the following information that is referenced in the Watford Borough Council Allotment Strategy (page 20 refers) due to debated at the Full Cabinet meeting on the 3 April 2013:

1. The Kit Campbell Associates Report ‘Rethinking Open Space’ which was used in the Watford audit.
2. The full Consultants report who were commissioned to audit over 184 green spaces sites in Watford in Autumn 2012, to record scores for the quality and value of a variety of site characteristics.

In response to your recent FOI request, I have attached  the Rethinking
Open Space document which is an advisory document as well as PPG17
Guidance. The strategy is attached which has all the scores in.  
 
The scoring mechanism is not available yet as this is work in progress as
the GSS is work in progress and some of these scores may well change as a
result of further analysis.  
 
The consultant was asked to carry out quality value scores based on PPG17
Guidance. The Consultant who carried out this work was also the very same
advisor who wrote PPG17

Ref: Request for an Internal Review of Freedom of Information Response.

Firstly, many thanks for your recent response to my Freedom of Information request.

However, as requested above, please can an internal review be conducted into my response.

Specifically, I make reference to your answer to Q2 and response regarding the full scoring / audit results in relation to the green spaces assessment by your consultant.

As you would be aware a summary of the scores are contained within pages 27 to 32. Also, at the top of the score summary the following statement is made:

"Full details of the audit results are too detailed to list within the scope of this strategy. However a
summary follows in relation to the town and the overall scores are listed below in the table below".

The report clearly states that the Council do hold the full scores so I would expect these to be released as a result of the review.

I do also understand that these scores are currently under review. However, in my view the scores should be released as a snapshot in time as the Council will continue to review, monitor and carry out any improvements which would alter any of the green spaces scoring over the length of its Green Spaces strategy.

I have been asked to carry out a review of the Freedom of Information Act
response sent to you by the Council on 3 April 2013. Following your
request for a review.
My understanding is that you wish to have access to the detailed scores
for the Council's green spaces as summarised in the draft Green Spaces
Strategy which is now the subject of public consultation.
 
I have reviewed the information and it is attached.
I would point out that the audit was carried out by the Council's external
consultants and the methodology used to determine the scoring has already
been provided to you in response to your request.
 
The Green Spaces Strategy is out for public consultation and the scores
attached may well be the subject of change before the final strategy is
published.
 
If you are dissatisfied with my response you may complain to the
Information Commissioner.
