Water reinjection records for Brockham

Ada Zaffina made this Freedom of Information request to Oil and Gas Authority

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

Response to this request is long overdue. By law, under all circumstances, Oil and Gas Authority should have responded by now (details). You can complain by requesting an internal review.

Dear Oil and Gas Authority,

There are major differences in the volume of water produced reported to the OGA (at both: Brockham and Lidsey) and water reinjected at Brockham since the start of the recordings in October 2002. Given that BRX3 was converted into a water injector in 2007 to dispose of water produced at Brockham and Lidsey:

1. What happened to the produced water that was not reinjected after BRX3 was converted into a re-injector?
i. For instance, most recent data reported shows the total volume of water produced at Brockham and Lidsey from Dec 2017 to April 2018 reported to the OGA as 190.87 m3, but only 82 m3 was reinjected.

2. OGA database shows no reinjection from July 2012 to March 2018, even though oil and water production continued at both sites until early 2016. In addition, page 30 of the Angus AIM admission document dated Nov 2016 says "In preparation for the surface upgrades at Brockham, the Brockham oil field was shut in on 31 January 2016. This also closed the water injection well requiring the simultaneous shut-in of the Lidsey oil field.” This suggests that that water reinjection at Brockham continued from July 2012 to Jan 2016, but this is not reported.

Indeed, the volume of reinjected water reported for the period Jan 2015 to Jan 2016 reported on page 12 of the Waste Management Plan (SLR Ref: 416.07253.00001, Version No.0, May 2017, link: https://consult.environment-agency.gov.u... ) submitted to the Environment Agency as part of the re-permitting consultation is 3,254 m3 (while the volume of reported to the OGA for the same period is 0).
Why the discrepancy? Can the OGA verify this data?

3. What is the process for verifying/auditing the numbers reported to the OGA?

4. What is the trajectory of BRX3 (water reinjector), well tops, xyz coordinates and total measured depth?

Yours faithfully,

Ada Zaffina

Dear Oil and Gas Authority,

My request is now overdue by weeks. Can you please respond ASAP.

Yours faithfully,

Ada Zaffina

Dear Oil and Gas Authority,

Can you please respond to my FOIA request?

I would also like to ask an additional question: I understand from BGS that they received data on reinjection at Brockham that specified daily re-injection volumes in 2018 (as opposed to the monthly figures available on the OGA PPRS portal). This was used for the analysis of links with seismicity (the Newdigate earthquakes). Can you please supply the data that was shared with the BGS.

Yours faithfully,

Ada Zaffina

Dear Ms Zaffina,

Thank you for your email.

Following the link that was sent to "whatdotheyknow.com" I can see the cover letter to the response that we sent you on 16 October 2018.

As far as the OGA is aware this contains answers to all 9 questions in all 3 emails we received from you on 20 August 2018 (one request for documents and 2 sets of 4 further ordinary business questions) - although for some reason I do not see the other attachment in this link, sent with the covering letter at the time, containing the communications with Surrey County Council?

For reference I attach a copy of the original response. I hope that this is helpful.

From the text of your email below, it is not clear what you consider not to have been answered?

Yours sincerely,

FOI Officer.

Dear OGA FOI requests,

Your letter to me dated 16 October 2018 (https://www.whatdotheyknow.com/request/5...) gives the following response to question 1&2 in this FOI request:

"In response to your questions 1 &2, we are currently examining the returns made by Angus for water production, injection and re-injection and if inaccuracies are found these will be corrected."

This doesn't answer the questions I asked.

Can you please clarify what happened to the produced water at Brockham and Lidsey that was not reinjected at Brockham (according to the PPRS figures you hold).

Can you also explain why the numbers of reinjected water provided to the OGA and the EA for the period Jan 2015 to Jan 2016 are completely different (0 reported to OGA and 3,254 m3 reported to EA).

Yours sincerely,

Ada Zaffina

OGA FOI requests, Oil and Gas Authority

Dear Ms Zaffina,

Thank you for your email of 16 January, by way of a further follow up to your FOI request FOI-2018-0043.

To simplify further what was stated in the OGAs response to you, the OGA do not, at present, hold this information.

As stated in that response, “we (the OGA) are currently examining the returns made by Angus for water production, injection and re-injection and if inaccuracies are found these will be corrected."

This process is still ongoing and it would not be appropriate to comment before it has completed.

I hope that this is helpful.

Yours sincerely,

FOI Officer.
