Dear Mr Tsigarides,

Thank you for your request for information, which we are dealing with
under the requirements of the Environmental Information Regulations 2004. 

 

We are proceeding with your application, which we received on the 21st
October 2019.  It would be helpful if you could clarify what information
you would like (or are interested in) regarding your first question
surrounding safety testing of water meters (for example, are you
interested in water quality, your specific water meter or health and
safety during the installation process).

 

It is our intention to have the information made available to you within
20 working days after receiving your request. If the request proves unduly
complicated or the volume of information involved makes it impractical to
comply with the request within the 20 working day period we will let you
know and provide the information within 40 working days of receiving your
request. There are a limited number of exemptions that may prevent us from
releasing the information but we will try to answer your request in as
much detail as possible.

Thank you for your email of the 21st October, in which you requested:

1.         What safety tests were conducted prior to the installation of
water meters; and what are the results.

2.         Are water meters mandatory.

3.         How can we get these water meters removed.

 

You kindly clarified by email of the 23rd October that (for your first
question regarding safety testing), you were interested in the health
hazards relating to EMF devices (which we interpret as meaning
electromagnetic fields).

 

To answer your questions in turn:

1.         The majority of our water meters are not smart meters, but all
meters must be manufactured in line with the requirements set out in
Directive 2004/22/EC (the Measuring Instruments Directive) – implemented
in the UK by the Measuring Instruments (Cold-water Meters) Regulations
2006, which is available at

2.         Water meters are not currently mandatory in the region served
by Wessex Water, but our policy is to install a water meter in unmetered
properties when there is a change of occupier following a property sale or
a new tenancy.  We encourage our customers to voluntarily switch to a
water meter in order to save water and lower bills – further details are

3.         The ability to remove water meters following their installation
is different depending on which scheme the meter was installed under:

 a. Meters installed following a voluntary request - If you are a
household customer who has requested to have a meter fitted, you may
want to go back to paying on an unmetered basis. You can revert back
at any time during the first two years with the cut-off date being 30
days following the bill at the end of your second year. Wessex Water
operates a Money Back Guarantee so that if you don't save money after
two years with a meter, you can revert back as if you had never
switched and we will credit accounts with any overpayments.  Further

 However, please note that we won't normally remove the meter.
 b. Meters installed during change of occupancy – we would not normally
remove the meter.
