EIR, Anglian Water Services Limited

Dear Mr Harper

Provision of requested information or data not available

Thank you for your request for information about charging and leakage,
which we received on 28 June 2022. Your request has been considered under
the Environmental Information Regulations 2004.

1. Please advise how many of your household and non-household premises are
charged on a measured charging basis. (as a percentage of all billed
household and non-household properties respectively).

Approximately 85.4 % of household premises were charged on a measured
basis.

Approximately 98.7 % of non-household premises are charged on a measured
basis. However, Anglian Water no longer bills non-household premises as
this is done via a Water Supply License (Retailer).  Anglian Water are not
privy to any billing related arrangements between a Retailer and their
non-household customer.   On this basis we have responded from a
non-household properties position and from a water service perspective.

2. Please advise how many of your household and non-household properties
are charged on an unmeasured charging basis. (as a percentage of all
billed household and non-household properties respectively)

Approximately 13.6 % of household premises were charged on an unmeasured
basis.

Approximately 1.3 % of non-household premises are charged on an unmeasured
basis.

3. Please advise how many of your household and non-household properties
are charged on an Assessed Volumetric Charge basis. (as a percentage of
all billed household and non-household properties respectively)

Approximately 1.1 % of household premises are charged on an Assessed
Measured basis (included in unmeasured figures).

Approximately 0.04 % of non-household premises are charged on Assessed
Measured basis (included in the unmeasured figures).

4. In regard to customer side supply pipe leakage, please advise whether
your Automated Meter Reading enabled meters (and any 'smart' meters) you
have installed have a leakage alarm setting. Please advise what level of
leakage actually triggers the alarm (i.e. 10 litres/hour , 20 litres/hour
etc).

On our 375K Advanced Meter Infrastructure meters (330k at 31/3/22) we have
a leak alarm set in the meter but we do not use this function because we
use our Smart Meter Data Infrastructure to flag leaks down to 1/l per
hour.  On our Automated Meter Reading enabled meter stock (manually
retrieved data), we have a leak alarm of 10 litres per hour (for 72
hours).

5. Please advise how many leakage alarms are activated in an annual
period, and how many of the leaks identified are repaired - by the
consumer, or by Anglian Water.

In 2021-22 our Advanced Meter Infrastructure meters identified 62,062
leaks, of which 45,984 were fixed in year (additional fixes delivered in
2022-23 on leaks identified late in the year).  Our typical observed fix
rate is 74%. The overwhelming majority of repairs are delivered by
customers because the leak is on the customers’ own pipe.  In 2021-22
Anglian Water repaired 23 leaks on customer’s pipes for financially
vulnerable customers.

The vast majority of the remaining 26% unrepaired leaks are below our
Section 75 Water Industry Act 1991 threshold of 8l/hr.  In these cases
customers are informed of the leak but we do not generally take
enforcement action to compel  them to repair the leak on their pipe.

6. Please advise what percentage of water meters are installed internally
(i.e. within the consumers living space) and externally (within an
underground meter box and as a percentage of all billed household and
non-household properties respectively)

We do not hold this data for billed customers.

From a non-household perspective we have indicated 5.5% as within the
boundary of a property in the central market system. We do not
differentiate further on our records.
