Water Fluoridation: Health Impact Assessment

In March 2022, Earl Howe spoke on the issue of Water Fluoridation in the House of Lords and stated the following which forms part of the Hansard record:
"Finally, any future public consultation on expansion would also include information on the impact of any proposals on health, the environment and cost-benefit analysis."
Has the Health Impact Assessment/Statement been completed and signed off?
If it exists, will it form part of the expected Public Consultation announcement for the North East of England? If not, why not?
