Water Fluoridation: Cost/Benefit Analysis

In March 2022, Earl Howe spoke on the issue of Water Fluoridation in the House of Lords and stated the following which forms part of the Hansard record:
"Finally, any future public consultation on expansion would also include information on the impact of any proposals on health, the environment and cost-benefit analysis."

Has the Cost-Benefit Analysis for the North-East of England's proposed Water Fluoridation programme been completed?
Has it been signed off?
Will it form part of the Public Consultation for the North East of England when that is announced? If not, why not?
