Dear Natural Resources Body for Wales/Alys,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Natural Resources Body for Wales's handling of my FOI request 'water and sewer use at Incinerator Barry Docks'.

Directing me to the online facility was, it seems, most unhelpful. If there is material there that responds to my request then it is hidden in plain sight. There is no email with a description to indicate it has something to do with the Water Company and my request. Giving you the benefit of the doubt I opened a number of emails including focussing upon the period between the issue of the Permit and the start of commissioning.

The Permit issued in Feb 2018 included the requirement "Prior to the commencement of commissioning, the operator shall submit a copy of the trade effluent consent for the discharge to sewer to Natural Resources Wales" which tended to suggest there was no consent available to NRW as at the 07 Feb 2018 and therefore it needed to be produced by the 12 March 2018. There was no mention of this during that period as well as no email anywhere that was described in a way that suggested it was relevant to my request.

We are aware there is documentation relating to the Permit process that failed to make its way on to the online register and perhaps the material I have requested is part of that issue.

It seems that the requirement originally in PO5 of the permit has completely dropped off the permit requirements notwithstanding that we are advised by DCWW that no consent is issued yet.

I am afraid that I can only suggest that my request has not been dealt with in any way and I would appreciate a more helpful response that will allow me to understand why the PO5 requirement has disappeared.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/w...

Yours faithfully,

Subject: Internal review of Freedom of Information request - water and
sewer use at Incinerator Barry Docks

Dear Natural Resources Body for Wales/Alys,

Please pass this on to the person who conducts Freedom of Information
reviews.

I am writing to request an internal review of Natural Resources Body for
Wales's handling of my FOI request 'water and sewer use at Incinerator
Barry Docks'.

Directing me to the online facility was, it seems, most unhelpful.  If
there is material there that responds to my request then it is hidden in
plain sight. There is no email with a description to indicate it has
something to do with the Water Company and my request. Giving you the
benefit of the doubt I opened a number of emails including focussing upon
the period between the issue of the Permit and the start of commissioning.

The Permit issued in Feb 2018 included the requirement "Prior to the
commencement of commissioning, the operator shall submit a copy of the
trade effluent consent for the discharge to sewer to Natural Resources
Wales" which tended to suggest there was no consent available to NRW as at
the 07 Feb 2018 and therefore it needed to be produced by the 12 March
2018. There was no mention of this during that period as well as no email
anywhere that was described in a way that suggested it was relevant to my
request.

We are aware there is documentation relating to the Permit process that
failed to make its way on to the online register and perhaps the material
I have requested is part of that issue.

It seems that the requirement originally in PO5 of the permit has
completely dropped off the permit requirements notwithstanding that we are
advised by DCWW that no consent is issued yet.

I am afraid that I can only suggest that my request has not been dealt
with in any way and I would appreciate a more helpful response that will
allow me to understand why the PO5 requirement has disappeared.
