Dear Data Controller at North London Waste Authority,
I am writing to make an open government request for all the information to which I am entitled under the freedom of information act. In order to assist you with this request, I am outlining my query as specifically as possible. If however this request is too wide or too unclear, I would be grateful if you could contact me as I understand that under the act, you are required to advise and assist requesters.
Please answer the following questions with as much detail as possible and provide all relevant documentation.
1 a) Please provide details of any quality assurance clauses that will feature in the upcoming Waste Processing and Waste-to-fuel contracts being considered by NLWA?
1 b) Is there a threshold of missed collections allowed under the contract?
1 c) What is the penalty for the service provider if they exceed this threshold?
2 a) How many clauses in the upcoming waste processing AND waste-to-fuel contracts can result in renegotiation/cessation of the contract?
2 b) Please provide a list of them.
3 a) Please provide a list of service contracts the NLWA hold with Veolia ES or its associated companies.
3 b) Please provide a list of contract tenders the NLWA is currently considering which include a bid from Veolia ES or its associated companies.
4) During the tendering of NLWA's Waste Processing and Waste-to-fuel contracts, please provide details of ALL hospitality provided by Veolia ES or its associated companies to board members, staff, management and councillors. Please ensure this covers national and international trips.
5 a) Please provide a list of all meetings between representatives of Veolia Environmental Services and its associated companies and the NLWA dating back to 2010 with details of dates, venue and persons present.
5 b) Please provide a copy of the minutes of these meetings.
5 c) Please Identify all meetings between board members of the NLWA and representatives of Veolia ES over the last twelve months that were not directly related to the management of the waste management and waste-to-fuel contracts, providing dates and details of the purpose of meetings and identify the position of the officers attending.
6 a) Did the NLWA conduct any investigations into financial/personal links/relations between board members and corporations which submitted tenders for upcoming Waste Services and Waste-to-fuel service contracts?
6 b) If so, when did this occur and please provide outcome?
6 c) Did the NLWA conduct investigations of any financial/personal links/relations between NLWA board member/officers and this liquidated DORMANT company:

6 d) If so, please provide outcome.
7 a) Has the NLWA sought legal advice in relation to Veolia ES's (and its associated companies) commercial activities in the occupied Palestinian territories and its implications for the NLWA Waste Service and Waste-to-fuel contract?
7 b) If yes, please provide the advice sort AND given.
7 c) If yes, did the legal advice consider whether Veolia ES was in breach of the Public Contract Regulations in relation the company’s commercial activities in the occupied Palestinian territories?
8) Please Specify what official criteria are used to evaluate the upcoming Waste Processing and Waste-to-fuel tenders for award of contract.
9) Please declare the total cost to tax payers accrued so far for the process of awarding contracts for Waste Services and Waste-to-fuel by the NLWA.
I understand that under the act, I should be entitled to a response within 20 working days. I would be grateful if you could confirm in writing that you have received this request. I look forward to hearing from you in the near future.
Some parts of this request may be easier to answer than others, and should this prove to be the case I would ask that you release available data as soon as possible rather than hold up the entire request.
I would prefer to receive this information electronically. If the decision is made to withhold some of this data using exemptions in Act, please inform me of that fact and cite the exemptions used.
