Please provide all correspondence between DEFRA and Surrey County Council concerning the waste PFI grant in place for the development of Charlton Lane 'Eco' Park in the last two calender months, in particular any concerning the inquiry by the National Audit Office, any potential repayment of the PFI grant by Surrey County Council, and the decision to bring forward the decision to approve the variation to the waste contract by way of an emergency cabinet meeting to give the illusion of the contract with SITA has 'already been signed'
