Waste Container Orders
Dear Croydon Borough Council,
I would like to make a Freedom of Information request to obtain data relating to the status of Waste Container deliveries made by Croydon residents over the past 3 years, from 1st January 2021 to 31st December 2023.
Please provide a data file in Excel format to include the following information:
1) Order reference
2) Order/request date
3) Request type - i.e. Delivery or Collection
4) Container (Task) type - e.g. Food Caddy, Recycling, Paper, Refuse, Garden Waste + Size
5) Order status (e.g. Allocated, Completed, Not Completed)
6) Task due date
7) Task scheduled date
8) Task completed date (where applicable)
9) Resolution code (where it was not completed)
10) Address/Street/Road information (as appropriate)
11) Latitude/Longitude (if available)
12) Post code
13) Croydon ward
+ any other useful/pertinent data that is held in respect of these orders.

Further to your request received on 23/02/2024, I confirm that the Council
has now considered your request under the Freedom of Information Act
2000. Specifically, you have requested the following information:
"I would like to make a Freedom of Information request to obtain data
relating to the status of Waste Container deliveries made by Croydon
residents over the past 3 years, from 1st January 2021 to 31st December

Please provide a data file in Excel format to include the following

Please find attached a copy of the container requests. The service is
currently in Competitive Procurement Dialogue at present however we do not
believe that the number of containers being delivered is commercial
sensitive and has been given to all potential bidders thus this has been
disclosed to you.
However, please note that under GDPR we have not disclosed any address
details of those residents requesting a bin as this would constitute
releasing personal data as defined by the Data Protection Act 2018, which
falls within the exemption in Section 40 (2) (a) (i) (Personal
Information) of the Freedom of Information Act 2000. This aspect of your
request is therefore exempt from disclosure by virtue of Section 40 (2)
(a) (i) of the Freedom of Information Act 2000.
It is important to remember that when information is released under the
Freedom of Information Act 2000, it is considered released to the wider
public. The First data protection principle states processing of data must
be fair and lawful and thus in this case we have decided to withhold
personal names. Any such disclosure of personal information would not be
compliant with the provisions of the Data Protection Act 2018 and the
First data protection principle. Section 40(2) is an absolute exemption,
which does not require a public interest test.
Instead, Ward location has been provided in the attached spreadsheet.

Dear Croydon Information Team,
Thank you for the response to my FOI request.
Unfortunately, there appears to be an issue when Excel data is uploaded to this website for some reason, but I have been sent the spreadsheet file separately and can now read the data.
However, I now see that several aspects of the data requested have not been covered in your response:
Firstly, I asked for the data for the past 3 years starting from 1st Jan 2021. I only appear to have data from 1st March last year (2023). Therefore over 2 years of the data requested has not been supplied in line with my request.
In regard to the data fields, following my number points in the original request:
9) There is no "resolution code" in the data - from previous data exports relating to container orders I have seen a code/description that provides a reason for non-completion of a container order
10) and 12) Whilst it is understood that exact address would be prohibited for GDPR reasons, previous data exports have included both street name and post code information. As these do not provide an exact address can this data be provided as has been done in the past by Croydon Council?

Further to our email below, we have received a response from the service
and I can confirm the council only hold 1 years live records, which is the
data we provided in our original response. Unfortunately we do not hold
the requested information for the years 2021 and 2022 and so are unable to
provide the outstanding data.
