Waste and recycling collection dates

Dear Denbighshire Council,

Please provide the following data, under FOI:

1) Waste and recycling dates for all properties, organised by address and postcode. I request that all data is provided in CSV or Excel format, ideally with separate columns for the different parts of the address. A link to a web service does not meet my requirements: I need the source data. Please include the UPRN for each property if held. This is now permitted by the AddressBase licence. See https://www.ordnancesurvey.co.uk/about/n... for details.
For an example of a suitable spreadsheet, see here, though variants are acceptable if they contain the requested data. Separate spreadsheets for each waste or recycling type are also fine: https://docs.google.com/spreadsheets/d/1...

2) For collections that are not weekly, please provide details of how to work out which week a collection will be. For example, if a "Week A/week B" system is used, then please provide an example of a date in week A and a date in week B. For example "2nd January 2017 was in Week A"

3) Details of all exceptions to regular schedules for bank holidays etc. Please provide this for all future dates in 2017 and 2018. For example, see this spreadsheet: https://docs.google.com/spreadsheets/d/1...

3) Details of any planned changes to these schedules.

Yes, so long as I am able to translate a collection week into a calendar week then it's fine. If the weeks simply alternate then providing an example of a date that occurs in each collection week would do the trick.

Dear Mr Kane,

Thank you for your request for information received 12/07/2017 regarding
WASTE. We have provided the UPRNs and waste collection information, but
the addresses have been refused under section 21(1)(Information accessible
to the applicant by other means) of the Freedom of Information Act 2000. I
understand that the addresses are available for a small fee from Ordnance
Survey and the Royal Mail.

Please see the attached spreadsheet. This is the key to the information:

Day 1 = Monday
Day 2 = Tuesday
Day 3 = Wednesday
Day 4 = Thursday
Day 5 = Friday

Week 1 = w/c Monday 24th July, w/c Monday 7th August 2017 (and every
second week thereafter)
Week 2 = w/c Monday 17th July, w/c Monday 31st July 2017 (and every second
week thereafter)
Week 3 = every week

This is the full extent of the information we hold.  The waste / recycling
data is a snapshot and will change.

Hello Kerry,
Thank you for the information. It is perfect, apart from the lack of addresses. I'm afraid you are mistaken when you say the address data is available for a "small fee". The licence fee for AddressBase for a private individual is over £130,000 per year. That's not a small fee for most people! Please can you pass this on to the person who conducts internal reviews.

The address data was refused under section 21 as being available elsewhere. I realise that this is the recommendation being given by the OS right now for my requests. However, you may be aware that the ICO guidance states that the authority must take account of the cost of the information when engaging section 21. As the cost of the address data from Ordnance Survey is over £130,000 per year, I do not believe that this can be said to be reasonably accessible elsewhere. Therefore please provide the associated address data for each UPRN. You may exclude the postcodes, and just include the authority-owned addresses from your gazetteer. This is permitted by the PSMA licence. In any case, ICO guidance also states that copyright is not a valid reason to refuse a request, as the CDPA has an exclusion that applies to FOI releases.

Additionally, I believe that the authority breached the RPSI regulations and section 11A FOIA by not providing the full dataset. ICO guidance states that even where a dataset is available elsewhere for the purposes of section 21, it is still available for re-use under RPSI and should be made available by the authority. Please provide the authority-owned address data matching the waste collection data, from the local land and property gazetteer, excluding postcodes and coordinates, and release it under the Open Government Licence. I just need enough address data to enable a user to find their own address. My purpose is to convert it into a standard format, combine it with data from other authorities, and release it under an open licence and with a free API to enable the creation of products such as apps, chat bots and voice services to encourage recycling.

Yes, but also please consider it as a request for re-use under the Re-use of Public Sector Information Regulations. These say that even when a dataset is available elsewhere for the purposes of section 21, it should still be made available for re-use under an open licence.

concerning  WASTE AND UPRNS. I can advise you that we have now completed

We can now confirm that we are happy to allow re-use of the waste
collection dates but would add that permission would have to be given by
