1) Waste and recycling dates for all properties, organised by address and postcode. Under Section 11 FOIA, I request that all data is provided in CSV format. A link to a web service does not meet my requirements: I need the source data. Please include the UPRN for each property. This is now permitted by the AddressBase licence. See https://www.ordnancesurvey.co.uk/about/n... for details.

2) All information required to convert schedule codes to calendar dates, including week codes for fortnightly collection and changes for bank holidays etc.

3) Details of any planned changes to the schedules.

Collection Route Codes:

·           XX = Depot code, e.g. ST = Stonehaven

·           11 = Wk + Day code, e.g. 1 = Wk 1, 2 = Tuesday, 0 = Weekly

·           XXX = Collection type code, e.g REF = Refuse, COM = Mixed
Recycling

·           00 = Vehicle No.

·           Example ST22REF01 = Stonehaven – Wk2 – Tuesday – Refuse –
Vehicle 01

·           No coding for public holidays – just a message on website.

 

3)         Details of any planned changes to the schedules.

 

The only change to the standard collection schedule this year will be
Christmas day and possibly Boxing Day.  No decision has been made yet as
to the date(s) of the alternative collections for these collections.

 

The address information disclosed with this FOI response is subject to
Ordnance Survey / Royal Mail copyright and database rights. The disclosed
addresses cannot be used for any purpose other than as permitted under the
Copyright, Designs and Patents Act 1988 (such as rights of fair dealing)
unless you have agreed a suitable licensing arrangement with the copyright
holders that covers your intended usage.

Thank you for your reply. That's perfect. Please can I have permission under the Re-use of Public Sector Information Regulations to re-use the data under the Open Government Licence? My purpose is to convert the data into a standard format and release it under an open licence and with an open API to enable the creation of services to encourage recycling, such as apps, chat bots and voice services.

Hello. The OS and Royal Mail certainly hold no rights over the collection dates. The addresses are surely from your gazetteer, and created by the authority as part of your public task. Your data cooperation agreement with Geoplace permits you to release the data you have created. See the policy here: https://www.geoplace.co.uk/documents/101...
I'm fine if you exclude the postcodes from the licenced data.

I'm afraid your response doesn't make sense to me. I am not making a new FOI request. You have already released the data in question. I am requesting permission to re-use the data under the RPSI regulations. FOI exemptions don't apply when the data has already been released. Please can you confirm if I have permission to re-use the data under the Open Government Licence, as requested.

I did state that you could exclude Royal Mail-owned data from the request. I hoped we wouldn't need to waste time on this, but I will be more explicit if that's what it takes. Please grant permission for me to re-use a dataset comprising the following columns from the previously released document:

Property_id REC_route_name REC_collection_day REC_collection_frequency REC_collection_type REF_route_name REF_collection_day REF_collection_frequency REF_collection_type

The release of the UPRNs is permitted by the OS as part of an open dataset. The remaining columns are authority-created data, with no third party IP rights attached.

If you decide that you cannot grant permission for part of a document, then please treat this as an FOI request for the relevant columns, along with a request for re-use. As you are aware, releasing a subset of a document is not considered to be "creating a dataset" for the purposes of FOISA.

Please can I have permission re-use the data under the Open Government Licence. My purpose is to convert the data into a standard format and release it under an open licence and with an open API to enable the creation of services to encourage recycling, such as apps, chat bots and voice services.
