Waste and recycling collection dates

Please provide the following data, under FOI:

1) Waste and recycling dates for all properties, organised by address and postcode. Under Section 11 FOIA, I request that all data is provided in CSV format. A link to a web service does not meet my requirements: I need the source data. Please include the UPRN for each property. This is now permitted by the AddressBase licence. 2) All information required to convert schedule codes to calendar dates, including week codes for fortnightly collection and changes for bank holidays etc.

3) Details of any planned changes to the schedules.

In order for us to provide the information requested we require clarification on parts of the request. Please confirm the following:

1Q1.(a)Waste and recycling dates for all properties – are you asking what our collection schedule is, or, are you asking for the exact date that waste and recycling is collected from each property?
If you require the date of every collection made from every property what period/timescale are you asking for?

(c)What is meant by source data?

(d) Waste - is this just general waste as we also collect food waste?

(e) All properties - is this also referring to commercial properties? In addition, like question 1(a), if dates are required for each individual property then please confirm what period/timescale you are looking for? Please note that our commercial collections also include schools, nursing/care homes and charities.

Q2. Please clarify what you mean by question 2.

1a) Just the schedule is fine.
1c) I mean that I need downloadable data, rather than a link to your web service.
1d) I need it for each service or waste stream that has its own schedule: rubbish, recycling, garden waste, food
1e) All properties, please.

2) I mean if you have collections that are not weekly, and the data has an address listed as, for example "Monday Week A", I need a way to know which week "Week A" is. In that example, the easiest way for this is just to give an example of a date in week A, and a date in week B.

I am writing to request an internal review of Aylesbury Vale District Council's handling of my FOI request 'Waste and recycling collection dates'.

The request was mostly refused under section 21, with the only information to be provided being a list of UPRNs with no waste collection data associated with it. I believe that section 21 was incorrectly engaged for two reasons. For the waste collection dates themselves, there is no suggestion that these are available from Ordnance Survey, so they are not covered by section 21. For the address data I believe section 21 was incorrectly engaged because Ordnance Survey AddressBase data is not reasonably available to me or other members of the public. While section 21 states that information can be considered to be reasonably available if payment is needed, the ICO has clarified that the amount of the required payment is a relevant consideration when assessing whether information is reasonably accessible. The cost for an AddressBase licence would be over £130,000 per year. As a private individual working on a not-for-profit project, this is clearly not reasonable.

The ICO has stated that even where a dataset is reasonably available elsewhere and section 21 is correctly engaged, it is still covered by the Re-use of Public Sector Information Regulations, and as such should be provided in a reusable format and under an open licence. Therefore, in parallel with the internal review, can you please consider this a request for re-use of the data under RPSI - including the address data, but excluding postcodes. The address data is covered along with the waste and recycling data because both are created by the authority as part of their public task, in these cases as the waste collection authority and local land and property gazetteer custodian. To be clear: I am not seeking any external data provided by OS, Royal Mail or GeoPlace, just the authority owned data as entered into the LLPG, sufficient to identify the waste collection calendar that applies to an address. My planned use is to transform the data into a standard format and aggregate it with the data from other authorities. I will then release it under an open licence to enable the development of useful services to encourage recycling, such as apps, chatbots and voice tools to find upcoming recycling days. Please release the data under the Open Government Licence or similar open licence that permits re-use.

The ICO has made it clear that information exempt under section 21 FOIA is still information available for re-use for the purposes of the Re-use of Public Sector Information Regulations, so should be made available in an open, re-usable format. Please exclude postcodes and coordinates from the dataset, and only include authority-owned addresses from the gazetteer.
