Waste and recycling collection dates

Dear Ipswich Borough Council,

Please provide the following data, under FOI:

1) Waste and recycling schedules for all properties, organised by address and postcode. Please include day of the week and collection frequency (weekly, fortnightly etc) for each service type. I request that all data is provided in CSV format, ideally with separate columns for the different parts of the address. A link to a web service does not meet my requirements, though the source data for a web service may. Please include the UPRN for each property if held. Variants are acceptable if they contain the requested data. Separate spreadsheets for each waste or recycling type are also fine.
2) For collections that are not weekly, details of how to work out which week a collection will be. For example, if a "Week 1/week 2" system is used, then please provide an example of a date in week 1 and a date in week 2. For example "2nd January 2017 was in Recycling Week 1"
3) Details of all alterations to regular schedules for bank holidays etc. Please provide this for all future dates in 2017 and 2018, if available. For example, see this spreadsheet: https://docs.google.com/spreadsheets/d/1...
4) Details of any planned changes to these schedules.

Please also treat this as a request for re-use of the dataset under RPSI. Please can you grant permission for reuse, ideally under the Open Government Licence. My planned use is to transform the data into a standard format and aggregate it with the data from other authorities. I will then release it under an open licence to enable the development of useful services to encourage recycling, such as chatbots and voice tools to find upcoming recycling days.

matter: Waste and recycling collection dates.

Your request was received on 17 Jul 2017 and we are dealing with it under
the terms of the Freedom of Information Act (2000), and in line with the
Council's policy and protocols. The Freedom of Information Act (2000)
obliges us to respond to requests promptly, and in any case no later than
20 working days after receiving your request. However, when a qualified
exemption applies to the information and the public interest test (PIT) is
engaged, the Act allows the time for response to be longer than 20 working
days, and a full response must be provided within such time as is
reasonable in all circumstances of the case. We do, of course, aim to make
all decisions within 20 working days, including in cases where we need to
consider where the public interest lies in respect of a request for exempt
information.

In some circumstances a fee may be payable and if that is the case, we
will let you know. A fees notice will be issued to you, and you will be
required to pay before we will proceed to deal with your request.

means.

I am writing in response to your recent request for information regarding
waste and recycling collection dates, which was received on 17 July 2017.

The information supplied has been provided by the department responsible
for the service delivery.

The Council has now completed its search for the information you requested
and the information which can be disclosed is below. The remainder of the
information that falls within the terms of your request is exempt from the
right of access under the Freedom of Information Act 2000. The exemption
which applies to this information is Section 21 of the Freedom of
Information Act 2000.

 1. Waste and recycling schedules for all properties, organised by address
and postcode. Please include day of the week and collection frequency
(weekly, fortnightly etc.) for each service type.
The Council has liaised with Ordnance Survey with regards disclosing
full addresses. Ordnance Survey is the owner of this data; Ipswich
Borough Council is the custodian. Ordnance Survey has asked for this
data to be withheld. The Council has considered their request and
decided that street and village/town level data, along with UPRN, can
be provided (but not the full address).

Postcodes are owned by the Royal Mail and available in the public
domain via the online postcode finder, therefore this information has
not been provided either. The Council has applied Section 21 to
postcode data since the information is reasonably accessible to you by
other means; online.

 2. For collections that are not weekly, details of how to work out which
week a collection will be.
All collections on this list are Alternate Weekly Collection. The
Council's online calendar provides information on which week is
recycling week and when compost bins are collected at which addresses.

Please provide this for all future dates in 2017 and 2018, if
available.
The Council does not make alterations for normal Bank Holidays as we
do not collect on Mondays. There are exceptions at Christmas.

There are no planned changes.
