Waste and recycling collection dates

Response to this request is long overdue. By law, under all circumstances, Hull City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Hull City Council,

Please provide the following data, under FOI:

1) Waste and recycling schedules for all properties, organised by address and postcode. Please include day of the week and collection frequency (weekly, fortnightly etc) for each service type. I request that all data is provided in CSV format, ideally with separate columns for the different parts of the address. A link to a web service does not meet my requirements, though the source data for a web service may. Please include the UPRN for each property if held. This is now permitted by the AddressBase licence. See https://www.ordnancesurvey.co.uk/about/n... for details.

Variants are acceptable if they contain the requested data. Separate spreadsheets for each waste or recycling type are also fine.
2) For collections that are not weekly, details of how to work out which week a collection will be. For example, if a "Week 1/week 2" system is used, then please provide an example of a date in week 1 and a date in week 2. For example "2nd January 2017 was in Recycling Week 1"
3) Details of all alterations to regular schedules for bank holidays etc. Please provide this for all future dates in 2017 and 2018, if available. For example, see this spreadsheet: https://docs.google.com/spreadsheets/d/1...
4) Details of any planned changes to these schedules.

Please also treat this as a request for re-use of the dataset under RPSI. Please can you grant permission for reuse, ideally under the Open Government Licence. My planned use is to transform the data into a standard format and aggregate it with the data from other authorities. I will then release it under an open licence to enable the development of useful services to encourage recycling, such as chatbots and voice tools to find upcoming recycling days.

This covers general recorded information that is held by the Council.
Examples: budget information, staff structures, details of contracts etc

From the next working day that the request is received we have 20 working
days to respond. This does not take in to account any clarification we may
require or if we need to consider the Public Interest Test which allows us
up to a maximum of 20 additional working days.

Environmental Information Regulation
This covers all environmental information held by the Council.
Examples: Planning Applications, details of proposed road works, flood
information, pollution information etc.

From the next working day that the request is received we have 20 working
days to respond.

Section 7 of the Data Protection Act (Subject Access Request)
This section of the Data Protection legislation only relates to requests
for information about the requester or a client if you are acting on their
behalf.
Examples: Personnel file, Housing file, Council Tax/Housing Benefit
information etc.

We have 40 days from the date of receipt to respond.

We apologise for the delay but we are not yet able to send this as the
file is so large that we are having issues around accessibility from team
to team, however we are endeavouring to solve this and hope to be able to
send you this as soon as possible.

 

3) Details of all alterations to regular schedules for bank holidays etc.
Please provide this for all future dates in 2017 and 2018, if available.

Collections are moved forward to take into consideration Christmas Day,
Boxing Day and other Bank Holidays.  If necessary collections occur on the
proceeding Saturday(s). The specific dates for this change year on year
depending when the Bank Holidays fall.

Please can you grant permission for reuse, ideally under the Open
Government Licence. My planned use is to transform the data into a
standard format and aggregate it with the data from other authorities. I

We must inform you that the above information will not be supplied.  In
accordance with the exemption at Section 12 of the Act a public authority
is not required to comply with an information request where the
appropriate time/cost limit would be exceeded. 

 

It is estimated that your request for information at questions 1 and 2
will be above the £450 because having looked at the previously mentioned
file, there is not just one or two documents which provide the information
required, there are several documents detailing a record of every bin we
collect with accompanying information. This represents around 350,000
records and we therefore estimate that extracting the data from various
documents will exceed the time/cost limit described above.

Hello Jane,
I am happy to receive the raw files, and I can extract the data myself. Under the Re-Use of Public Sector Information Regulations these count as datasets produced as part of the authority's public task, so should be released under an open licence. Please can you provide the files, and if you cannot, please can you pass this to the person who conducts internal reviews.
