Dear Harrogate Borough Council,

Please provide the following data, under FOI:

1) Waste and recycling schedules for all properties, organised by address and postcode. Please include day of the week and collection frequency (weekly, fortnightly etc) for each service type. I request that all data is provided in CSV format, ideally with separate columns for the different parts of the address. A link to a web service does not meet my requirements, though the source data for a web service may. Please include the UPRN for each property if held. Variants are acceptable if they contain the requested data. Separate spreadsheets for each waste or recycling type are also fine.
2) For collections that are not weekly, details of how to work out which week a collection will be. For example, if a "Week 1/week 2" system is used, then please provide an example of a date in week 1 and a date in week 2. For example "2nd January 2017 was in Recycling Week 1"
3) Details of all alterations to regular schedules for bank holidays etc. Please provide this for all future dates in 2017 and 2018. For example, see this spreadsheet: https://docs.google.com/spreadsheets/d/1...
4) Details of any planned changes to these schedules.

Please also treat this as a request for re-use of the dataset under RPSI. Please can you grant permission for reuse, ideally under the Open Government Licence. My planned use is to transform the data into a standard format, and aggregate it with the data from other authorities. I will then release it under an open licence to enable the development of useful services to encourage recycling, such as chatbots and voice tools to find upcoming recycling days.

Thank you for your email received by the Council on 15 July 2017
requesting information under the Freedom of Information Act 2000 (‘FOIA’)
relating to Waste and Recycling Collection Dates.

 

In response, please find below the information from Harrogate Borough
Council:

 

To request 1:

 

The CSV files HouseholdWaste.csv, Recycling.csv and GardenWaste.csv
contain the waste collections schedules for each service type. The UPRN is
included for each property, but not the address or postcode.

 

Note that the garden waste collection requires a paid subscription and is
only available to part of the district. The file GardenWaste.csv contains
the properties that could receive a garden waste collection, if they
subscribe.

 

To request 2:

In each CSV file there is a column called “StartDate”. This holds the date
of the first collection for that property. The column called “Schedule”
shows if a property receives a weekly or fortnightly collection. The
collection dates for a property can be calculated by adding multiples of
14  (for fortnightly) or 7 (for weekly collections) to the start date.

 

To request 3:

The CSV file PlannedAlternateCollections.csv holds any planned alterations
to regular collections for bank holidays.

Note that planned alterations beyond the week beginning 28^th August 2017
have not yet been recorded in our system.

 

There is a fourth request in the FOI for data of any other planned changes
to schedules. We are planning to change the garden waste schedules next
year, but that work hasn’t been done yet so the information doesn’t yet
exist.

 

 

Harrogate Council confirms that the files attached do not include address
or postcode data and would confirm having checked this with Ordnance
Survey regarding the release of this data they have confirmed that:

 

‘Firstly, Ordnance Survey has no concern with the disclosure of the UPRN
as part of this FOI request, as this is permitted under our UPRN policy
which can be found at

In relation to the disclosure of the requested addressing information, and
having discussed this with Royal Mail, we request that local authorities
do not disclose individual addresses in responding to this FOI request, on
the basis of the exemption in section 21 of the FOI / section 25 of the
FOISA, as the addresses are reasonably accessible to the applicant by
other means, for example from Ordnance Survey or one of its licensed
partners.’
