Was there a change of wording for working less then 16 hours and if so when

Dear Department for Work and Pensions,
I wanted to know if the wording changed on the rules concerning applications for benefit from DWP for those who qualify if they have no other income and work under 16 hours a week. I understand that the wording on the rules used to be for those who worked "16 hours or less a week". This has now apparently changed to " less than 16 hours a week". If the wording changed when did it change and what did it change from before its current iteration. What is the current form of words under this rule. Finally, does the DWP inform existing claimants of rule changes and if so how is this done? Do these rule changes require any legislation?
