Thank you for your request for information which we received on 9^th

Information Regulations 2004. Please find the responses to your questions
below:
1. I would like to know how much it costs the peak park, or anyone else
involved?
Current annual cost of the Warslow Moors Estate Wader Protection contract
is £38,000.00
2. How long have you been running the protection contract?
The contract has been in place since 2010
3. How many of what species have been killed over the last 5 years?
Predator species controlled over the previous 5 years includes Canidae,
Corvids and Mustelids by means of habitat improvement, lethal and
non-lethal means all as agreed with the appropriate authorities*
4. Do you have an annual count of the waders to gauge how successful
this is? If so I would like the annual figures.
Based on pairs of Snipe that have doubled in number following control
measures, introduced at critical periods, many other waders and birds that
nest on the ground (and other mammals) will have been protected*
*Figures are being withheld because it falls under the exception in
Regulation 12(5)(g) of the Environmental Information Regulations 2004. The
regulation provides an exception from the duty to make environmental
information available if it would harm the protection of the environment
to do so.
In applying this exception, I must balance the public interest in
withholding the information against the public interest in disclosure.
Regulation 12(2) of the EIR specifically states that a public authority
shall apply a presumption in favour of disclosure. There will always be
some public interest in disclosure to promote transparency and
accountability of public bodies, greater public awareness and
understanding of environmental matters, a free exchange of views, and more
effective public participation in environmental decision-making, all of
which ultimately contribute to a better environment. However, it is also
recognised that environmental protection is key and therefore the question
that we must ask ourselves is whether disclosing the information would
enable an individual or group to do something that would harm the elements
of the environment in question. The National Park Authority is funded by
central government to conserve and enhance the natural beauty, wildlife
and cultural heritage within its boundaries. Predator control is an
important part of our conservation and wildlife management remit and we
must ensure that we are able to continue to meet that purpose. The request
makes specific reference to the Warslow Moors estate. I have to consider
whether releasing information would negatively impact the conservation and
wildlife management work being undertaken on the estate and the potential
for the work to be disrupted once the information is placed in the public
domain. In reaching the decision, I have considered the arguments for and
against disclosure including the likelihood and severity of any adverse
effect, the age of the information, how far disclosure would serve the
public interest and whether such information is already in the public
domain

Dear Sarginson Michele,
Thank You very much for your response. I completely understand that you do know want to publish numbers of animals killed, in respect to the regulations, and not wanting to interfere with the project. I see how this information could negativity impact the conservation and wildlife management work being undertaken.
But I would be grateful if you could expand a bit on your figures on waders. You say that pairs of snipe have doubled, in what time scale? Doubled from one to two? Two to four? I can not see how this information would be protected under Regulation 12(5)(g) of the Environmental Information Regulations 2004

Please note that we do not undertake annual counts of waders; the figures
presented are from surveys undertaken on part of the estate where predator
control is employed. These surveys vary in methodology and therefore the
data is the best available to us. The last year that surveys were
undertaken was 2015.
Routine ‘keepering’ by the previous owner finished in around 1985;
predator control then took place intermittently until 2010; and contracted
predator control measures and habitat enhancement were introduced in 2010
