I confirm that the authority holds information falling within the
description specified in your request. However, we estimate that the cost
of complying with your request would exceed the appropriate limit. The
appropriate limit has been specified in regulations and for local
authorities it is set at £450. This represents the estimated cost of one
person spending 2 1/2 working days in determining whether the Department
holds the information, and locating, retrieving and extracting the
information. Under section 12 of the Freedom of Information Act the
Department is not obliged to comply with your request and we will not be
processing your request further.

If you were to make a new request for a narrower category of information,
it may be that we could comply with that request within the appropriate
limit, although I cannot guarantee that this will be the case. You may
wish to ask for assistance in narrowing your request. It may help you to
know that...[e.g. we hold over 7000 individual records covering the time
period you specify and preparing a test sample of ten records took an
average time of 3 minutes per record] NB THE ICO HAS SAID THAT REDACTION
TIME CANNOT BE TAKEN INTO ACCOUNT, ALTHOUGH IF A RESPONSE WOULD TAKE AN
EXCEPTIONAL TIME TO REDACT THEN WE CAN CONSIDER USING EXEMPTION 14]

Having applied an absolute exemption I am not required to consider the
balance of public interest for and against disclosure.

Dear Croydon Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Croydon Borough Council's handling of my FOI request 'Ward Budget'.

The data provided in this response clearly has not been proof read. It is entirely unreadable in many cases. Spend cannot be cross referenced to Cllrs and in many cases it does not state what the project was. At very least this data must be cleaned up and reissued.

At the end of each year the Cabinet was required to submit a report on spend and impact. This doesn't appear to have been issued for several of the years. Is this the Council breaching its own policies or is this an oversight of the FOI response?

Each Cllr/community group as part of the audit process was required to provide a form for the requests.

These should be provided with details blanked out where it reveals personal or financial information. There is no way, if proper procedures and auditing was in place that this should take 18 hours.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/w...

Yours faithfully,

Jeff Kitley
