Dear Executive Office (Northern Ireland),
I recently visit the following government website that provided the following information.

Since Northern Ireland has a population of approx 1.8 million people that would make the total death rate in Northern Ireland as 0.07227777777777777%
Please provide the following recorded information.
1 All recorded information from the Executive Office to all MLA's and to the public that clearly states that the death rate in Northern Ireland for Covid 19 Is 0.07227777777777777% or the equivalent percentage of 1301 to the exact population of Northern Ireland.
2 Please provide all recorded information of the names of all the non-government bodies and individuals that you have corresponded with in relation to the Covid 19 matter.
3 Please provide all recorded information of the names of all the non-government bodies and individuals that you have corresponded with that has had any influence on your policy decisions relating to Covid 19.
3B) Please state what influence they had or attempted to have on the making of Executive Office policy relating to the Covid 19 matter.
4 Please state if the Executive Office policy and staff must comply with the Human Rights Act 1998.
5 Please state if the Executive Office policy and staff must comply with the Convention (IV) relative to the Protection of Civilian Persons in Time of War. Geneva, 12 August 1949.
Please consider this FOI request as removing your good-faith defence for any and all harm that your departments' actions or failure to act does to the people of Northern Ireland.

Thank you for your response,
for the purposes of clarification would you answer the following questions.
1 In regards to question one. You say that the information is not held. Would you please clarify why the information is not held, for instance, are you suggesting that the First and Deputy First Ministers do not know that the death rate of Covid 19 Is approx 0.07227777777777777%? If so why not?
2 In response to what you say in relation to question 2 and 3, I totally accept as valid but take on board your suggestion about refining the question and I am happy to oblige.
Therefore I would be happy to refine questions 2 and 3 down to just the names of the non-
government bodies and individuals that you have corresponded with that has had any influence on your policy decisions relating to Covid 19.
3 In regards to question 4 and question 5.
Both these Legislative Acts forbid medical experimental treatment of the population and genocide.
Human Rights Act 1998, Article 3 Prohibition of torture
No one shall be subjected to torture or to inhuman or degrading treatment or punishment.
Convention (IV) relative to the Protection of Civilian Persons in Time of War. Geneva, 12 August 1949.
Prohibition of corporal punishment, torture, etc.
ARTICLE 32 [ Link ]
The High Contracting Parties specifically agree that each of them is prohibited from taking any measure of such a character as to cause the physical suffering or extermination of protected persons in their hands. This prohibition applies not only to murder, torture, corporal punishment, mutilation and medical or scientific experiments not necessitated by the medical treatment of a protected person, but also to any other measures of brutality whether applied by civilian or military agents.
4 Since you have acknowledged that you and the Executive Office, that is the First and Deputy First Ministers, are liable under these Acts, you now have a duty to inform the First and Deputy First Ministers of these Acts and force them to stop all actions in regards to Covid19/SARS-COV-2 virus.
5 I intend to file a new freedom of information request in 14 days asking for the recorded information from you to the First and Deputy First Ministers in regards to this matter so please take notice that you have a legal duty to inform them both of the real death rate as none is presently on record and put them on notice that to carry out any Regulations regarding COVID 19 is forbidden under the above Legislative Acts.
Since you and when you carry out your duty to informed the First and Deputy First Ministers, they too have now be put on notice, you and the First and Deputy First Ministers no longer have any good-faith defence in regards to your actions.
6 If you, however, wish to send me your record of informing the First and Deputy First Ministers of the requests herein it will save the need for me to file a further FOI request in regards to point 5.

COVID RECOVERY TEAM,
Thank you for your response starting:
"the Covid Recovery Team, holds in excess of 800 pieces of correspondence from individuals
and business during the period of October 2020 – 10 Feb 2021"
and
"The cost of complying with your request would exceed the limit set by the Freedom of Information Act."
I accept this as your position so I now expect your department to arrange a time and place for me to personally inspect the 800 pieces of correspondence at my own time and expense under:

5After section 5 of the M1Public Records Act (Northern Ireland) 1923 (deposit of documents in Record Office by trustees or other persons) there is inserted—
“5A Access to public records
It shall be the duty of the Deputy Keeper of the Records of Northern Ireland to arrange that reasonable facilities are available to the public for inspecting and obtaining copies of those public records in the Public Record Office of Northern Ireland which fall to be disclosed in accordance with the Freedom of Information Act 2000.”
I await your suggestions on available times and location for my inspection and recording of those 800 documents.

Thank you for your response and as requested I will clarify my response.
I do indeed mean both non-government public bodies and businesses however I am willing to reduce the time limit down to:
1 March 2020 to 1 May 2020 if that would suffice your cost requirements however I would then expect you to make arrangments for me to personally inspect any documents from 1 May 2020 to the present time as previously stated:

Dear TEO Covid 19,
I believe I have already clarified my question.
I require all recorded information from both non-government public bodies and businesses from 1 March 2020 to 1 May 2020.
Also, I believe the intentions of the FOI Act is, that if your department cannot personally provide all the recorded information requested then it would a reasonable expectation that you should make that information available for me to personally inspect.
Furthermore, as you should already be aware, regulations only apply to the employees of the department from which those regulations were issued, so cannot be used as an excuse for barring me from coming to your premises to inspect all recorded information held by you.
If you do not agree with me then I request an Internal Review in order to resolve this matter.
