Wallasey Town Hall CCTV planning permission listed building consent
Dear Wirral Metropolitan Borough Council,
Many CCTV cameras have recently been installed on the outside of Wallasey Town Hall, but I cannot find any planning permission or listed buildings consent for this on your planning webpages.
Under FOI laws please can I have information as to what planning permission, listed building consent, or any other authorisation or approval for this there is, or confirmation that none is required and why.

for these cctv cameras -
- on 3 sides of the birkenhead magistrates court buildings (chester streets, mortimer street and brandon street)
- on the birkenhead town hall at the assembly rooms entrance on brandon street
- on the corner of 63 hamilton square
- on the old post office on argyle street (camera located on its corner with back oliver street)

We write in response to your enquiry in which you asked:
Many CCTV cameras have recently been installed on the outside of Wallasey
Town Hall, but I cannot find any planning permission or listed buildings
consent for this on your planning webpages.
Under FOI laws please can I have information as to what planning
permission, listed building consent, or any other authorisation or
approval for this there is, or confirmation that none is required and why.
We can confirm that no planning permission was required in relation to the
recently installed cameras as they replaced cameras that had been
installed previously under an electrical maintenance contract.

A search of the Planning register confirms that no planning permission or
listed building consent has been granted for the installation of CCTV
cameras on the three properties listed above.
- on the old post office on argyle street (camera located on its corner
with back oliver street)
we cannot locate a building by this description on our system. Please
provide an address.
Part 2 Class F of the Town and Country Planning (General Permitted
Development) Order 2015 permits the installation of CCTV cameras subject
to certain limitations – see the legislation at

I believe the correct address for the old post office I was referring to (being on Argyle Street in Birkenhead and bordered with Grange road east and back Oliver Street) is -
99-105 Argyle Street, Birkenhead CH41 6AD
I am very surprised by your responses on the lack of need for permissions and the like here as per my requests. In your additional response please confirm this is the official, considered and final position here of Wirral Council as the responsible local planning authority.

listed building consent has been granted for the installation of CCTV
cameras at 99-105 Argyle Street.

I had been confused by you as an apparent representative of the council (who are the relevant local planning authority) saying in relation to my requests here that –
‘Part 2 Class F of the Town and Country Planning (General Permitted
Development) Order 2015 permits the installation of CCTV cameras subject
to certain limitations – see the legislation at

Information I should be able to rely on here but you did not then refer to Part 2 F.1.a. which says that ‘Development is not permitted by Class F if the building on which the camera would be installed, altered or replaced is a listed building or a scheduled monument;’
Anyhow if I attempted to report via the planning link as you suggest I would be required to disclose my email address, that way my personal data would be at risk, a risk which would not be so keenly felt if it were not for the council's data breach and subsequent failure and refusal to then warn those affected by it here -

Anyhow as you appear to represent the council, a council that is the local planning authority with various statutory duties, so my highlighting the presence of cctv cameras on listed and conservation area buildings seemingly without relevant permission, consent or approval should be sufficient notice for the council.
