Thank you for your email of 24^th September 2019 asking for information
about the Walking and Cycling Commissioner.

 

Your request has been considered in accordance with the requirements of
the Freedom of Information Act and our information access policy.

 

I can confirm that we hold the information you require. Your questions are
addressed in turn below:

 

Question 1: Who sat on the interview panel?

 

The first interview was conducted by Val Shawcross (then Deputy Mayor for
Transport) and Tricia Wright (Chief People Officer at TfL). There was then
a second interview with the Mayor, Sadiq Khan.

 

Question 2: Where was the post advertised?

 

The position was advertised in the Sunday Times and the Guardian, and
recruited for via a third party recruitment search firm Green Park.

 

Question 3: What is the salary for the post?

 

Senior salaries at TfL are publically available via our website here:

most recent publication in 2019 has the Walking & Cycling Commissioner’s
salary between £95k and £99.9k.

 

Question 4: How many staff does the commissioner have?

 

The Commissioner does not manage any staff, but does have an allocated
P.A. The Commissioner has access to staff at TfL and City Hall to carry
out his functions as necessary.

 

Question 5: What is the annual budget?

 

The Commissioner does not have a dedicated budget. The cycling and walking
budget is held via TfL’s Healthy Streets portfolio, which in 2019/20 has a
budget of £456m.

 

Question 6: Who decided to make the post full time as Andrew Gilligan did
a similar if not the same job part time?

 

This was negotiated between the TfL HR team, City Hall and with the
candidate prior to employment commencing.

 

Note that TfL has adopted a “Healthy Streets Approach” to improve air
quality, reduce congestion and help make London's diverse communities
greener, healthier and more attractive places to live, work, play and do
business. Our ‘Healthy Streets for London’ document sets out how we will
put people and their health at the centre of our decision making, helping
everyone to use cars less and to walk, cycle and use public transport
more. The work of the Walking and Cycling Commissioner is central to the
programme, working to deliver the Mayor’s pledges to make walking and
cycling safer and easier in the capital. More information about the
