We are writing with regard to your recent request for information under
the Freedom of Information (FOI) Act 2000.

 

We will require clarification before we are able to identify and locate
the information you are seeking.

 

Your request:

 

Dear Brighton and Sussex University Hospitals NHS Trust, I would like  to
get the average and median waiting times for EU citizens and the average
and median waiting times for British patients.

 

Our query:

 

The citizenship of a patient is not always recorded on our patient
administration system, and patients can be both EU and British citizens or
have dual citizenship with other countries.  It would be very difficult
for us to identify those patients that are exclusively EU or British
citizens and draw some comparison regarding the waiting times for these
two groups of patients.  In its current format, it is unlikely we will be
able to provide any definitive data relevant to your request within the
time limit governed by section 12 exemption (cost limit).  We will provide
further information about the application of this exemption in our final
response if appropriate.

 

Additionally, waiting times vary by procedure however, you have not
specified that nature of ‘waiting times’ you are referring to.  Can you
please clarify this for us?

 

Under section 16 of the Act, the Trust has the responsibility of assisting
applicants with their FOI requests where possible and reasonable to do
so.  If you are able to revise and/or clarify your request, we would be
happy to consider what information we can provide.

 

 

Please note that the 20 working day clock associated with FOI requests

Dear FOI,

I believe it would be reasonable to identify citizenship/ nationality of patients.
BSUH pre attendance form clearly asks for nationality, passport, dual citizenship, and requires if the
patient has a non UK EHIC card.

I appreciate that there is the variation in waiting times for different procedures, however I'm just after a average and median figure of all waiting times.

The following figures are based on ‘referral to treatment’ (RTT) clock
stops during the period 01/04/2017 – 31/03/2018 according to NHS
nationality coding:

 

EU citizens = average waiting time was 11 weeks; median waiting time was 7
weeks

British citizens = average waiting time was 11 weeks; median waiting time
was 8 weeks
