As of January 2011, please could you tell me:

1) How many allotment sites are there in Perth & Kinross for which the Council has access to waiting list data?

2) What is the total number of plots on these sites?

3) What is the total number of people on waiting lists for these sites?

4) Are any of these waiting lists closed to further applications?

5) How many new council allotment sites were brought into use in 2010? Please give:
a) number of new sites
b) names of new sites
c) total area of new land in hectares
d) total number of new plots

6) What is the current annual rent for an allotment?

7) If concessions rates are available for O.A.P.s and/or unwaged people please give details

8) Does the Council plan to increase the number of allotments?

Request for Information - Waiting Lists for Allotments

I refer to your request for information dated 3 January 2011.

The information you requested was:-

1) How many allotment sites are there in Perth & Kinross for which

the Council has access to waiting list data?

2) What is the total number of plots on these sites?

3) What is the total number of people on waiting lists for these

sites?

Relative to the above, I am advised of the following:

Question 1

At present the Council only owns one allotment site in Perth and Kinross,
located on Moncrieffe Island in Perth. This site is operated under
devolved management by Perth Working Men's Garden Association, which was
established in 1902 and is required to provide the Council with waiting
list data.

All other allotment sites within the region are privately owned and have
no obligation to inform the Council of waiting lists. However Perth &
Kinross Council is currently writing and consulting on an allotments  and
community gardens strategy for the area and as a result we have limited
information available on certain allotments.

Question 2

Perth Working Men's Garden Association - 53 x 10 poles, 3 x 12 poles, 2 x
8 poles, 11 x 5 poles, 2 x 6 poles. (10 poles = 250 sq.m.)

Comrie Allotments Association - 30 plots (10 x 25 m)

Dupplin Trust - 9 plots (20 x 20 m), 6 plots (14 x 14m)

Young's Moss, Kinross - 100 each one shed/storage unit 2.5 x 2.5 x 2.5 m.
6.1 hectars. 30 x 10 m in size

Question 3

Perth Working Men's Garden Association - 75

Comrie Allotments Association - 3

Dupplin Trust - Number unknown, although the Trust has suggested a 3 year
waiting list, and that it is now closed to further enquiries.

Young's Moss, Kinross - Not known

Question 4

Dupplin Trust - now closed to further enquiries/applications until further
notice.

Question 5

While no new traditional allotment sites brought into use in 2010, there
have been a number of community gardens/growing spaces created following
demand/involvement of local communities within Perth and Kinross. These
include:

1. South Perth Community Partnership. Glengarry Rd, Craigie, Perth.
30 individual raised beds and low beds for wheelchair access - Organic
gardens for community groups and schools. 0.208 hectares.

2. Youth Justice, Perth College and Letham Climate Challenge.
Jeanfield Nursery, Jeanfeild Road, Perth. PH1 5PH. Currently three
growing areas existence, but plans to expand with Letham Climate Challenge
funding as site is 0.926 hectares.

3. Breadalbane Community Garden Association. Camserney, Aberfeldy,
Perthshire. PH15 2DU. Used by Breadalbane Academy and local community.
Raised beds etc. Do not know size.

4. Muirton Park Community Development Trust. Muirton Park Community
Allotments, Nightingale Avenue, Muirton, Perth. Developed through Climate
Challenge Funding with the aim of greening an area designated as one of
the 20% most deprived areas in Scotland as described in of the Scottish
Multiple Deprivation Index. Do not know size.

Question 6

Annual plot rents range from £5 at Culttybraggan in Comrie to £300 at
Young's Moss in Kinross.

Question 8

The Local Authority is duty bound to provide allotments for residents of
Perth and Kinross under the Allotments (Scotland) Act 1892 (as amended) if
the Council considers that there is a demand for them. In this assessment
the Local Authority will take into consideration any written
representation by any six registered parliamentary electors or ratepayers
resident in the area.

Question 9

At present there is no adopted policy for allotment promotion. However,
as previously stated the Council is currently writing and consulting on an
allotments and community gardens strategy for the area. Once this is
complete it will be put forward to council for adoption.

You have a right to request a review of the Council's decision. Please see
the attached leaflet for details.
