Vulnerable people data records and removing someones human rights

Dear The Local Government and Social Care Ombudsman,

Dear sirs

how long do you keep complaint records where the customer has mentioned their mental health issues .

Do you ever propose the remedy of court for those suffering with mental health issues

When you offer a remedy of court to a vulnerably ill person and they have told you they cannot make court .what are the options for them baring in mind they could be in mental care?

If no remedy is suitable because of the persons mental health have the council deprived me of their human right to a fair trial?
