Dear University of Dundee,

Please provide the following information.

1) Which committees are involved in the process for considering and approving severance packages for University management?

2) Have any members of the committees involved in the process for considering and approving severance packages for University management themselves received severance packages in the past five years?

3) How many members of management have received severance packages in the past five years?

4) How many members of management who have received a severance package in the past five years have returned as consultants?

5) Of those who have returned as consultants how are they paid (i.e. hourly rate / lump sum / fixed fee etc)?

6) Of those who have returned as consultants in the past five years, how many have received remuneration that is equivalent to or greater than their former salary as paid employees?

7) With regards former University employees who have returned as consultants. Who is responsible for calculating and approving their remuneration package as consultants?

8) With regards former University employees who have received severance packages and returned as consultants. Have the University ensured best value by putting these services out to competitive tendering?

9) With regards former University employees who have received severance packages and returned as consultants in the past five years. How many of them have been required to participate in a competitive tendering process for the services they are providing?

10) With regards former University employees who have received severance packages and returned as consultants in the past five years please answer the following,

A) How many work entirely from home?
B) How many have been provided with or utilise University
office equipment and stationary?
C) How many have been provided with University
secretarial support services?
D) How are the consultants billed for B)and C)above?
E) How many have been provided with an office space
within the University to work from?
F) Assuming that the University are required to account
for all floor space used, how is the space used by the
consultants calculated and how are the consultants
then billed for this?

Dear Mr Rae,

Thank you for your request for information from the University of Dundee.
The Director of Human Resources has confirmed that:

1. The University's Senior Management Team discuss and approve voluntary
severance arrangements for senior posts.

2. One former member of the Senior Management Team received a Voluntary
Severance settlement.

3. Three former Directors from Student and Academic Support Services have
received Voluntary Severance settlements.

4. No former member of the Senior Management Team or former Director has
been reemployed on a consultancy basis. Two former Directors have been
reemployed for a limited-term as part-time members of staff on fractional
contracts.

I trust that this is helpful. If you have further questions, please feel
free to contact me. Where information is not held, please treat this email
as notice of that as per S.17 of the Freedom of Information (Scotland) Act.

I am writing to request an internal review of University of Dundee's handling of my FOI request 'Voluntary severance'.

The information that I received back from the University was restricted to Directors who had taken voluntary severance. My request was in relation to managers, which would include all employees with management responsibility and not just directors.

Dear Mr Rae,

On this occasion I do not believe an internal review is necessary as the
problem seems to be simply that we are at slight cross-purposes over
definitions. The University took your request regarding 'University
management' to mean those persons with strategic responsibilities in the
University. However, I take your point that you are seeking data based on
a broader definition and the University is happy to provide that.

To that end, and using the HERA role profiles
(http://www.dundee.ac.uk/hr/hera/), colleagues in HR have confirmed that
staff on grade 7 and above will normally have some degree of 'management'
responsibility as part of their duties. The number of staff on grade 7 (or
equivalent) and above who have received full voluntary severance in the
period you specify is 135. The University has not retained the services of
any of these former members of staff on a consultancy basis.

Concerning your new requests regarding whether any of these former members
of University staff have returned to the University as self-employed
service providers, I will forward the University's response in due course.

Dear Mr Rae,

Further to my email of 30 March, I have looked into your new questions
concerning self-employed persons who may have fulfilled contracts at the
University after previously receiving voluntary severance (from a grade 7
post or above). I am afraid that the University is unable to answer your
questions. The Human Resources system only records those instances where
former members of staff return to work for the University as contracted
members of staff. I have looked at a sample report of one year from the
University's ledger accounts system detailing those payments made to
individuals outwith the University's payroll system, but I have no way to
reconcile this information with that contained in the HR system concerning
those persons who received voluntary severance. Please treat this email as
notice as per S.17 of the Freedom of Information (Scotland) Act 2002 that
the information you request is not held.

However, you may find it helpful to note that colleagues in Human
Resources indicate that it is unlikely that anyone who left the University
under the voluntary severance scheme (grade 7 and above) will have
subsequently completed work for the University as a self-emploed
contractor.
