Voluntary return pre-NRM
Dear Home Office,
Please consider this as a request for information under the FOI Act 2000.
I am requesting the number of potential trafficking victims, whose last National Referral Mechanism (NRM) status was 'Reasonable Grounds decision pending' or 'withdrawn' before RG stage, who opted for Voluntary Return between 1 April 2019 and 1 April 2020.
Please disagreggate this data by first responder name (e.g. 'X police force' rather than 'police) last status ('withdrawn'), and nationality.
Yours faithfully,
M Esslemont

Dear Home Office,
I am writing in regards to the amalgamation and subsequent rejections of three FOIs, in response to the request titled 'Voluntary return pre-NRM', now amalgamated into three requests (case refs 59843, 59752, and 59915).
I consent to amalgamating two overlapping voluntary returns requests (case ref 59843, 59752) into the new request in-line below, submitted today (27 August 2020). This will take 20 working days to provide. Whilst the original requests on Voluntary Returns will be usurped by the below text, I am requesting an internal review in order to understand how the decision was made to amalgamate two requests - submitted by different individuals - in case refs 59572 and 59843.
VOLUNTARY RETURNS
Please provide the number of voluntary returns of individuals who have been recognised in some form by the National Referral Mechanism (NRM), between 1 April 2019 and 1 April 2020. Please provide the number of voluntary returns, disagregated by last NRM status (e.g. withdrawn, pending Reasonable Grounds, etc), month of return, and First Responder.
---
Lastly, I wish for the third FOI request pertaining to immigration detention (case ref 59915) to both be considered seperately, and to be referred as part of an internal review on the basis of considerable delay. The complaint is being raised on the basis that amalgamation of these FOIs is tenuous (these involve different datasets, time periods and subject matter), and that the department's delay in responding to case ref 599915 has been used to amalgamate and reject requests submitted many months later.
As a result of this correspondence, there should be one new FOI request under consideration for voluntary return (case ref pending), case refs 59843 and 59572 will no longer be under active consideration but will be under internal review due to the handling of these requests. Case ref 59915 should be under seperate consideration for internal review (case ref also pending) on the basis of delay and amalgamation.
Yours faithfully,
M Esslemont
