Please can you provide the up-to-date figures showing the number of permanent FCA staff (whether full or part-time exclusive of contractors) voluntarily leaving FCA employment in 2022 (1st January 2022 to 31st December 2022 inclusive).

We’d like for this information to be broken down by job grade, by department, by division and for each calendar month in 2022.

If any of these breakdowns are not possible, we'd still want to receive the total figures and break-down of these figures that are possible.

Please can we also have anonymised summary information (drawing on exit interview notes, survey answers and equivalent entered into 'Workday') reporting the reasons why staff are leaving over this same period.

Hi Steve,

I've been following this FOIA request you've made. As you will know the Freedom of Information Act stipulates that a request must be responded to within 20 working days. There is no room for an extension unless specifically granted by the ICO themselves (which I highly doubt is the case here, but you may wish to ask the FCA whether permission has been granted).

I would suggest you submit a complaint to the ICO about this. Usually, the ICO would order the FCA to provide a response within 10 working days. If you don't submit an ICO complaint and no external pressure is placed on them, the FCA will take full advantage of this and will continue delaying your FOI request by several months.

The FCA cannot be made to think that they are above the law including the laws pertaining to freedom of information.

Thank you for your email of 6 January 2023, in which you asked for
information relating the number of staff voluntarily leaving the FCA.

 

Please accept our apologies for the delay in responding. We have processed
your email in line with the provisions of the Freedom of Information Act
2000 (FOIA) and we have responded to each question in turn below.

 

Please can you provide the up-to-date figures showing the number of
permanent FCA staff (whether full or part-time exclusive of contractors)
voluntarily leaving FCA employment in 2022 (1st January 2022 to 31st
December 2022 inclusive).

 

We have spoken publicly and clearly on previous occasions about our people
numbers. See our letter to the [1]Treasury Committee as a recent example,
and we will publish more data later in the year in our Annual Report.

 

From 1 January 2022 to 31 December 2022, 1,134 colleagues joined the FCA,
with 649 having voluntarily left. During the same period, our overall
headcount on a full-time equivalent basis grew by 12% from 3,838 to 4,285
(+447), this growth is in line with our strategic plans. We expect our
headcount to continue to grow by a further ~150 before the end of this
financial year, with 125 new colleagues having joined in January this year
and 48 voluntary leavers.

 

In the last three months we have seen a sustained drop in the number of
leavers. Through November, December and January we have had 114 voluntary
leavers and the leaver data we have suggests that this level looks set to
continue over the next three months. If we project forward and consider
this on an annualised basis this would suggest attrition at a rate of
around 10-12% which is broadly in line with what we saw at the FCA prior
to the pandemic.  

 

You may also be interested to know that at the end of 2021 there were
approximately 1,205 colleagues with 8+ years of service at the FCA and at
the end of December 2022 the comparable figure was 1,339.

 

As we look ahead to 2023, we expect to continue to expand our headcount
steadily to meet a growing remit and to meet resource requirements, for
example to deliver the Future Regulatory Framework, in the area of data
analytics and continuing the expansion of our Edinburgh and Leeds’s
offices. Our ongoing large scale recruitment success at all levels of the
organisation, along with the opportunities created internally as our
people progress create the dynamic environment we need to deliver on our
remit.

data or create a new report that provides this information. This would
result in us creating new information, which we are not required to do
under FOIA.
