Viva City Labs Sensors in Skipton
Dear North Yorkshire Council,
I would like to request the release of all documentation and data relating to the Viva City Labs equipment installed in Skipton having recently noticed 2 road usage sensors near Tesco.
I'm particularly interested to know why these have been put up and the technical specifications of them and I suspect your highways department will be invovled.

Further to your recent FOI request in relation to the Vivacity Traffic
Monitoring sensors in Skipton, please see response below and attached
documentation in relation to the sensor specifications etc
The sensors have been installed to monitor the impact of the Transforming
Cities Fund (TCF) project in Skipton. It is a requirement of the funding
that we monitor what changes occur as a result of the project. This
involves collect baseline data before implementation of TCF projects and
once they have been completed. The sensors allow us to anonymously
identify different types of road user at selected locations and measure
changes in usage over time. It will also allow the council to have a
better understanding of road use and users, allowing us to improve how we
manage the network and plan for the future. There are already local
authorities that are using this technology across the country.
All data collected by the sensors is fully anonymised. We are not able to
obtain any personal data form the sensors

First of all I would like to thank you for the documentation you released to me which is very helpful.
There is one point that I would like further clarification on though.
You mention the purpose of the sensors being to do with the Transforming
Cities Fund (TCF) which seems to be a net zero and sustainable travel type initiative.
Further to this, the documentation you sent me includes this:
"2. SERVICE AIMS AND OBJECTIVES
2.1. Data collected will help to monitor the effectiveness of proposed new schemes and assist in future decision making."
Whilst technically this is an answer of sorts, it's a little vague and I'm wanting to know specifically what you are intending to do in Skipton. You've picked specific roads and places in Skipton and apart from the canal bridge most of the places are heavy traffic routes (in Skipton terms anyway). You've estimated a spend of £140,000 for the whole contract here so I feel there must by something you are wanting to do with this data on these roads and it is that I am wanting to get at.
For example are you planning a ULEZ/LEZ zone/s or some other similar net zero type scheme to come out of this?
If I've overlooked this in the documentation you have sent already please accept my apologies.

I am writing to request an internal review of North Yorkshire Council's handling of my FOI request 'Viva City Labs Sensors in Skipton'.
You have released a lot of useful and relevant information to me for which I thank you, but I'm not entirely satisfied on the answers around why this equipment has been installed. I am aware these sensors are in other town and cities and indeed have seen them in Leeds and the areas where I have noted them in Leeds seem to have been redesigned as net zero, cycle lane, traffic restricted type roads. I am concerned we could face the same in the areas you have installed these in Skipton and it would be disastrous for the town if you were to implement such a scheme.
I appreciate your answer that you are doing it as part of the Transforming Cities Fund, but that is only a partial answer. You don't just splash out an expected £140,000 on these sensors to just sit as decorative features on lamp posts, there must be some ideas floating as to what the end goal is with the data and there must be a reason why you chose the specific locations which ties into this.
Again if I have overlooked all this in the documentation I do apologise, but I would like a more in depth answer please.

North Yorkshire Council’s response:
The sensors are being installed to help us to monitor the impact of the
proposed Transforming Cities Fund (TCF) packages, which are summarised
here [1]Transforming Cities Fund projects in Harrogate, Selby and Skipton
| North Yorkshire Council and further information in relation to Skipton
can be found here [2]Craven - West Yorkshire Combined Authority
(westyorks-ca.gov.uk).
The sensors will allow us to monitor vehicular traffic, pedestrian flows
and cyclist numbers before the proposed schemes have been implemented and
after they have been completed. This will allow us to asses their impact
and whether similar measures could be delivered elsewhere in the County.
In Skipton we will be looking at if improvements made to the transport
interchange, bike access and pedestrian access helps to reduce vehicular
traffic. No current plans for LEZ or ULEZ are in place but the Council is
considering future lower carbon transport projects across the County.
It should be noted that whilst there is a budget of £140,000 for this
project, this is across a total of 25 sensor locations in Skipton (7
sensors), Selby (5 sensors) and Harrogate (13 sensors) over five years.
This provides a comprehensive dataset to be able to review the impacts of
TCF schemes.
