Dear Ms Delaney
The University has attempted to identify how it could best provide you with the information you require. Detailed consideration has been given to how to compile this information. However, we have established that it is not held in a format or in a single place to allow us to address your questions with the necessary confidence in the accuracy of our response without extensive work.

To identify and collect the data and collate and manipulate it in a way that enables us to respond accurately to your enquiry would take an estimated total of 57 hours. This work would be undertaken by members of staff earning in excess of £15 per hour. Therefore, the total costs are estimated to be £855 (£15 x 57).

As the estimated cost of providing the requested information exceeds the cost prescribed in the regulations of £600, the University is relying on Freedom of Information (Scotland) Act 2002 Section 12(1) Excessive cost of compliance.

The basis for this estimated cost is as follows:

- A list of those who travelled to or through NY would have to be compiled and Budget holders in the various University schools and professional support departments would be required to establish whether staff or court members visited New York. The University estimates this initial stage would take 10 hours.

- Given the importance of North America and New York as an international centre of academic and research activity we estimate that between 50-60 staff will have visited New York and some on more than one occasion. These individuals would need to be contacted to establish if the GCU New York campus was the focus of their visit: many of these trips will have been for other purposes or, even if GCUNY was visited incidentally, will have focused on other, routine University-related activity, such as international recruitment for GCU in the UK, exploring business, research and philanthropic collaborations, and developing alumni relations in North America. We estimate that this would take 20 hours of staff time.

- The work to identify the list of those who had travelled to NY with the primary purpose of visiting the GCUNY campus would be undertaken against the normal background of staff changes and departures since 2013 when GCU New York became an entity. In the context of your enquiry further investigation would therefore be required in cases where staff no longer work at GCU to identify the purpose of their trip or trips. We estimate that this would take 7 hours of staff time.

- Once we had established the purpose of visits, we could then start to apportion costs against the GCU NY campus. Interrogation of a range of financial sources including those of travel agents would need to be undertaken to locate the data. Having done some limited sampling with a view to establishing a methodology to meet your request, it is apparent that verifying the interpretation and accuracy of figures would be onerous. This data would then need to be collated. We estimate that this would take 20 hours of staff time.
