Dear Thanet District Council,

On Friday 9th December 2016 the Leader of the Council, Cllr Wells and the Chief Executive, Madeline Homer, attended a meeting in London. I would be grateful for answers to the following questions.

If they attended more than one meeting that day I would be grateful if the answers to the seven questions could be repeated in the following format

Dear TDC FOI,

This request was posted on 12th December and apart from an automatic response I have heard nothing else. Previous discussions with the ICO have confirmed that the statutory 20 working days is based on the date that the request was made, not that when the local authority responded, so the clock is still ticking

Our response is as follows:

 

On 9 December 2016 the Leader did not attend a meeting in London with the
Chief Executive. Consequently the Council do not hold the information that
you have requested.

 

If you are unhappy with the way your enquiry has been dealt with, you may
ask for an internal review by submitting a request within 2 months of the
date of this response.   Your request should be addressed to the
Information Governance Manager, Thanet District Council, PO Box 9, Cecil

Dear Thanet District Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Thanet District Council's handling of my FOI request 'Visit by TDC Leader and CEO to London'.

I requested details of meetings that the two named officials attended in London on 9th December 2016. You replied that they did not attend any meetings in London that day. I now have evidence that they attended a meeting that day with Disruptive Capital at Venture House in London. I would therefore request that you reconsider your answer.

I write further to your request for an internal review on 25 January 2017.

 

On 12 December 2016 you requested the following information:

On 16 December 2016 the council responded, informing you that the Leader
of Thanet District Council did not attend a meeting in London with the
Chief Executive and, consequently, did not hold the information that you
requested.

 

The internal review has considered how your request for information has
been managed. We are now in a position to respond, as follows:

 

Our response remains technically correct provided that we confirmed that
no such meeting, bearing in mind the fixed scenario provided, happened.
The information was not held for the purposes of s.1(1) of the FOIA 2000.
In our duty to provide advice and assistance, and in our adherence to the
principles of maximum disclosure, we would like to volunteer some
transparency and answer your questions with a wider scope, voluntarily:

 

1. There was no meeting involving both the Leader, namely, Chris Wells,
and the Chief Executive, namely, Madeline Homer, on 09 December 2016.

 

The Chief Executive, namely, Ms Madeline Homer, had no engagement in
London.

However, the Director of Corporate Governance, namely, Mr Tim Howes, the
Leader of the Council, namely, Mr Chris Wells, and Councillor George
Rusiecki attended a meeting with Disruptive Capital in London on 09
December 2016.

 

2. Disruptive Capital.

 

3. It was an exploratory meeting discussing Manston Airport and potential
commercial policy formation.

 

4. There was no outcome. It was an exploratory meeting only, in which
there was a free and frank deliberation and exchange of views.

 

5. None. No formal decisions were made at this meeting.

 

6. None. Bearing in mind the nature of this meeting there were no formal
actions although, of course, Manston Airport remains a ‘live’ issue.

 

7. The Director of Corporate Governance, namely, Mr Tim Howes, the Leader
of the Council, namely, Mr Chris Wells, and Councillor George Rusiecki
were the only Officers and Members in attendance at the meeting with
Disruptive Capital.

 

This concludes Thanet District Council’s internal review process for your
request for official information.  Should you remain dissatisfied with the
outcome you have the right to appeal to the Information Commissioner’s
Office at Wycliffe House, Water Lane, Wilmslow SK9 5AF.
