Response to this request is long overdue. By law, under all circumstances, Scottish Government should have responded by now (details). You can complain by requesting an internal review.

Dear Scottish Government,

Re.Victor Madrigal-Borloz UN SOGIESC, ILGAWorld, Outright International, Ban Conversion Therapy; Mermaids, Stonewall, Mauro Cabral Grinspan (GATE).

With reference to the letter to Rt Hon Elizabeth Truss MP on 9th July 2020 organised by Harry Hitchens and Mathew Hyndman Co-Founders of Ban Conversion Therapy with multiple signatories in the UK including several from Mermaids and Stonewall.

I am uncertain as to whether Conversion Therapy occurs in the UK or in Scotland particularly, and if a mature adult chooses to undertake Conversion Therapy why they should be banned from doing so. But, it is something I have always thought of as ‘American’ and have not heard anything about this in Scotland. Does it need banned, if it does not occur in the UK.
I assume, given the signatories this is specifically LGB and likely T conversion therapy but it is referred to simply as conversion therapy.

Please under FOI:

Please what is the Scottish Government’s understanding of Conversion Therapy?
Does Conversion Therapy occur in Scotland?

If it does, please provide copies/links to all information you have on this practice in Scotland.
Please provide any and all evidence of ‘Conversion therapy’ existing/occurring in any institution or wherever in Scotland in the last ten years.

As you will be aware organisations such as Mermaids and Stonewall suggest that counselling, therapy and psychiatry (in the treatment of children and adults who think they are trans,) is conversion therapy as it interferes with complete affirmation without question of the individual’s claim. From those I have known this is irresponsible at best, especially with respect to children.

Please provide any correspondence that the Scottish Government and Ministers have received on ‘banning conversion therapy’, ‘Conversion therapy’ or evidence received in the last years up to date. Including but not limited to any/all correspondence from Victor Madrigal-Borloz of the UN on any topic, or others named herein.

Thank you.
Yours faithfully,
D. Cooke

Dear Scottish Government,

You ask for clarification:

I asked for any details/ descriptions/DEFINITIONS/ references papers/documents published by the Scottish Government on the subject of Conversion/Conversion Therapy.

Also, any evidence that the Scottish Government holds on Conversion/Conversion Therapy in Scotland.

And to:

"Please provide any correspondence that the Scottish Government and Ministers have received on ‘banning conversion therapy’, ‘Conversion therapy’ or evidence received in the last years up to date. Including but not limited to any/all correspondence from Victor Madrigal-Borloz of the UN on any topic, or others named herein."

I believe this is quite clear. I recommend that this FOI is processed at a higher level within the Scottish Government.

I am asking for this information from anywhere it may exist within Scottish Government and from/to anyone within the Scottish Government, not a relatively small unit.

Yours faithfully,

D. Cooke

Dear Scottish Government,

First, I expected a straightforward response of the count of correspondence received from each of those listed - this was not supplied. Am I to assume Mermaids have never written to the Scottish Government or Ministers ever and have never referenced conversion therapy ever - is this true? And, none of the other organisations - not ever? This is not the impression they give online of their donations, their funding being to cover the costs of lobbying and so on.

Thank you for this information, surprisingly few letters -- a couple, and no data or evidence or even personal anecdote in support.

One does not need a law if there is no coerced 'conversion therapy'. and only two people 'demanding' it, the online petitions being so bandwagon in most cases and heavily promoted by those with their own reasons often. Minimal interest and concern from the Scottish public noted.

I will read the referenced document by the Medical Officer.

Please note therapy for those claiming the label 'trans' is being designated by activists as 'conversion therapy' and they promote the use of puberty blockers, hormones, mastectomies and other operations which is sterilisation and long term medicalisation, and often much regretted.

I am concerned that lobbying by all parties -- international (for example, Borloz UN, who is a Gender Ideologist, ILGA ditto etc) and national (there are so many Genderism advocates calling themselves LGBT and so on, and Gender GP, Mermaids, Gendered Intelligence - so many) is not logged for ALL parliamentarians and civil servants, all interactions, it would make answers to these queries available online. I believe this should be tracked in detail. Please note this as a recommendation and raise appropriately.

Thank you.
Yours faithfully,
D. Cooke

One is not reassured by the inability of civil servants to give straight forward direct answers. And one never feels confident that you have received the actual data. Hence people, you have to do FOIs and ask the same 'questions' from different directions. If they cannot answer a question straightforwardly?
Anyway yet another proposed law that seems to have no evidence, no support so what is this a veil for - yep -- again.

The SG source is the GEO 2018 online survey (unverified, un-validated, no deduping etc ) which had 'conversion or reparative therapy' this included at the extreme "corrective rape" . Wow (?!?). They state 5% of the 108,000 respondents had been offered conversion therapy and 2% had had 'it'. That is 5,400 people being offered conversion therapy, I have known many LGB and quite a few T not one has been given religious or other conversion therapy for their homo or bi sexuality (many have been raped however, but the 'excuse' of rapists is not valid conversion therapy) and T does require therapy/counselling. This is not a reliable source.

The ref. to the Memorandum on Conversion Therapy is to a short doc published by UK Council for Psychotherapy UK (lol, do look at the education/training colleges listed and 'educational' requirements :( ), supported by STONEWALL, of course. Signed by GLAAD as well as 'Pink Therapy'? and NHS Scotland's CATHERINE CALDERWOOD, inter alia.
Luckily in (6) 'supports questioning before medical interventions' re. T - thank goodness (only 'questioning' but better than nothing)!
But, it refers in (2) to Gender Identity, and REJECTS "attempts to bring about change in gender identity" it also references "Non-Binary and genderfluid identities" -- signed by Scotland's Chief Medical Officer. So Scotland had a Chief Medical Officer who 'believes' in Gender Identities, Non-Binaries and Genderfluid something or others. No (polite) words.
AND, NO UK data and no research on conversion therapy referenced or it appears available, yep, no evidence - none - they write they are going to do it in the future !
No words. Seriously.
Note all these attachments do not appear to be available with this FOI on the SG site.
