Dear Home Office,

The Independent Chief Inspector of Borders and Immigration has noted that the Home Office uses 'risk profiles' to identify potential victims and perpetrators of modern slavery (see https://assets.publishing.service.gov.uk... at paragraphs 8.15 and 9.2 and https://assets.publishing.service.gov.uk... at paragraphs 3.29 to 3.37).

Please provide the following information:

(1) Please provide copies of any equality impact assessments or data protection impact assessments completed in relation to these risk profiles.

(2) Please provide copies of any internal policies, guidance or standard operating procedures which deal with the development, maintenance or use of these profiles.

In the event that you determine some of the information I have requested to be exempt from disclosure, please redact exempt information with black boxes, instead of snipping or excerpting, and please state which category of exemption you believe applies to the information.

If it is not possible to provide the information requested due to the information exceeding the cost of compliance limits identified in s.12 FOIA, please provide advice and assistance as to how I can refine my request, as required under s.16 FOIA.

Dear Home Office,

I am writing to request an internal review of Home Office's handling of my FOI request 'Victims of modern slavery'.

The Home Office said that it holds some information that I requested, but that the information is exempt because its disclosure would be likely to prejudice the prevention and detection of crime and the operation of the immigration controls.

This is inconsistent with the Home Office's approach to other, similar information. In December 2020, for example, the Home Office disclosed the equality impact assessment for the automated system which it uses to identify potential sham marriages, notwithstanding the fact that it uses the system to identify people who may be attempting to evade immigration controls or commit criminal offences. The Home Office redacted some material from the equality impact assessment which was particularly sensitive, but it recognised that it could nevertheless disclose some information about the system without jeopardising its efficacy. I submit that the Home Office should take a similar approach to the information in this case. Rather than refusing to disclose any information in a blanket fashion, disclosing some of the information would strike a better balance between the competing public interests.
