Victims of Crime and Charities

Waiting for an internal review by Greater Manchester Combined Authority of their handling of this request.

Dear Greater Manchester Combined Authority(GMCA),
I note that various organisations provide support to victims of crime, or homeless people, and wonder if you provide funding support for any of these independent support agencies.

FOI Q1.I note that Victim Support (VS)is a registered Charity no.298028, has GMCA provided any financial donations or support to them during the past 5 years and, if so, what have been the amounts?

FOI Q2.I note that there is a specific organisation called Greater Manchester Victims` Services(GMVS), has GMCA provided any financial support to them during the past 5 years and, if so, what have been the amounts?

FOI Q3 .Does GMCA or Police have a preferred organisation for providing support to victims of crime by way of policy or promotion, and is GMVS a recognised independent Charity, a private organisation, or part of the national Victim Support charity?

FOI Q4. Does GMCA make payments or donations to any organisations which are classed as Charities and, if so, what are the Charities and corresponding amounts provided for the last financial year?

Dear Mr Fallon,

Thank you for your request for information submitted under the Freedom of
Information Act 2000. Your request has been given the reference number FOI
1920-127. Please quote this on any correspondence regarding your request.

Greater Manchester Combined Authority will respond to your request within
20 working days from the date of receipt. If there will be a charge for
disbursements e.g. photocopying in order to provide the information, we
will inform you as soon as possible to confirm that you wish to proceed;
however charges are usually waived if they are less than £10.

I am writing to request an internal review of Greater Manchester Combined Authority's handling of my FOI request 'Victims of Crime and Charities' completed by William Monaghan
I only wish to query the response to my FOI Q1, namely "I note that Victim Support (VS)is a registered Charity no.298028, has GMCA provided any financial donations or support to them during the past 5 years and, if so, what have been the amounts?", RESPONSE "The GMCA does not donate to Victim Support however it does purchase services from them, this information is exempt however under Section 43 (2) of the Freedom of Information Act 2000. We consider that the qualified exemption set out in Section 43 (Prejudicial to
commercial interests) subsection (2) applies to the information requested. Therefore, we have decided to withhold the information".VINDICATION "This is a tendered supplier and the release of this information would potentially harm future retendering when the contract comes up to be tendered once again. In all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information."
On behalf of taxpayers I wish to know how much money GMCA have provided to the charity Victim Support for provision of services over the last 5 years, for which you confirm you have a contract with and which you have decided to keep the details confidential for commercial reasons because you consider them to be a `tendered supplier`and would potentially harm future retendering when the contract comes up to be tendered once again.
I wish to appeal the response because the public have a right to know how their money is being spent, payments to Victim Support should surely be listed in your accounts and retrievable, and I do not consider Victim Support (VS) to be a `tendered supplier`as they are a national charity providing a unique service, hence have no competition to provide best value for money, which is the definition of tendering.Also, as you have confirmed you have a contract with Victim Support please confirm the starting and ending dates for the contract, disclose the terms and conditions of the contract, and advise if their is a fixed annual or monthly payment to VS or are there variable payments made payable on invoice, as service demand would be expected to increase during critical incidents.

Obviously VS provide an important service but I do not consider it appropriate, unless you can justify who might realistically provide a competitive tender to the VS monopoly, to keep the contract and payments secretive.
